Item/Subject: Order, Authorizing Director of Public Services to Apply for the
Transportation, Community, and System Preservation Program — Bangor Trails Program,
Trail V

Commentary: This order would authorize the Director of Public Services to apply for the
Transportation, Community, and System Preservation Program (TCSP), through the Maine
Department of Transportation 2012 Discretionary Grant Program.
Recently the Director of Public Works was contacted by the Bangor Trails Committee for the City
to apply for the TCSP Grant for the construction Trail V, consisting of approximately one half a
mile of paved bicycle -pedestrian trail, connecting the end of Sylvan Road to the end of I-
95/Stillwater Avenue overpass. This construction would allow for safe bicycle/pedestrian
connections from EMMC Campus to the Stillwater Avenue and Tree Streets, Stillwater Gardens,
and the Bangor Mall.
Estimated costs for the project will be $595,900.00, with the City's 20% required match of
$119,180.00, or equivalent in kind services, as determined in the FY13 budget process. The
Bangor Land Trust will provide $20,000.00 of funds they received from Stephen and Tabitha
King and Elmina B. Sewall Foundation for use as the match for this project.
This project was reviewed by the Bangor Area Comprehensive Transportation System Committee
and received their unanimous support. This was also reviewed and recommended for approval
by the Infrastructure Committee at its 12-20-11 meeting.

By the City Council of the City of Bangor.
ORDERED, THAT the Director of Public Services is authorized to apply for the
Transportation, Community, and System Preservation Program (TCSP) for the purpose
of constructing approximately one half a mile of paved bicycle -pedestrian trail,
connecting the end of Sylvan Road to the end of I-95/Stillwater Avenue overpass. The
project estimate of $595,900.00 will require a 20% of $119,180.00 or equivalent in kind
services from the City of Bangor, Contributions to Bangor Land Trust from Stephen and
Tabitha King and the Elmina B. Sewall Foundation in the amount of $20,000.00 will be
provided for use in conjunction with this project.

used to support the proposed project.
The TCSP funds will be used for design, engineering, construction and inspection
of the project. This project will be locally administered by the City of Bangor.

i Describe the project and the expected results, including project goals and
timeframe. Describe how the project integrates transportation, community,
and system preservation plans and practices that address one or more of
the following:
1) Improve the efficiency of the transportation system of the United States.
2) Reduce the impacts of transportation on the environment.
3) Reduce the need for costly future investments in public infrastructure.
4) Provide efficient access to jobs, services, and centers of trade.
5) Examine community development patterns and identify strategies to
encourage private sector development that achieves the purposes
identified in (1) through (4).
• if applicable, describe how the project meets all of the priority consideration
criteria.
• Describe how the project meets the project selection criteria
• Discuss the project schedule, commitment of public and private funding,
and any other TOP or other Federal funding being used for the project.
• The construction of approximately half a mile of paved bicycle pedestrian
trail connecting the end of Sylvan Road to the 1-95/Stillwater Avenue
overpass. This proposed segment is the only non passable portion of a
three mile bicycle pedestrian trail connecting Cascade Park to Essex
Street, via Saxl Park, Eastern Maine Community College, Stillwater
Avenue and Essex Woods. Its construction will create safe
bicycle/pedestrian connections from the EMMC Campus to the Stillwater
Avenue/Tree Streets, Stillwater Gardens, and the Bangor Mall and will
discourage illegal and unsafe use of the large Penjajawoc Stream box
culvert as a pedestrian passage under 1-95. Completing this project will
greatly enhance connectivity between neighborhoods, businesses, and
institutions of higher education, as well as natural areas with an off-road
alternate transportation route and will pass over property of landowners,
who support the project. It will be of great public benefit to a wide
variety of users as well as create a safer environment for bicyclist and

pedestrians. The City of Bangor's goal is to complete this project in FY 13
which runs from July 1, 2012 through June 30, 2013. Sources for funding
the 20 per cent City of Bangor match for this grant will be determined
during the FY 13 budget deliberations.
