Item/Subject: Order, Authorizing Director of Operations and Maintenance to Apply for
the Transportation, Community, and System Preservation Program — Union Street
Sidewalks, Phase 2

Commentary: This Order would authorize the Director of Operations and Maintenance
to apply for the Transportation, Community, and System Preservation Program (TCSP),
through the Maine Department of Transportation 2012 Discretionary Grant Program.
Union Street Sidewalk Project, Phase 2 would consist of construction of a new sidewalk
on the westerly side of Union Street from Telecom Drive to Griffin Road and the
southerly side of Griffin Road from Union Street to the Department of Human Services
Offices and an attended crosswalk across Union Street at Griffin Road.
Estimated costs for the project will be $85,827.25, with the City's 20% required match
of $17,165.45, or equivalent in kind services, as determined in the FY13 budget
process.
This was reviewed and recommended for approval by the Infrastructure Committee at
its 12-20-11 meeting.

By the City Council of the City of Bangor.
ORDERED, THAT the Director of Operations and Maintenance is authorized to apply for
the Transportation, Community, and System Preservation Program (TC SP) for the
purpose of constructing sidewalks on the westerly side of Union Street from Telecom
Drive to Griffin Road and the southerly side of Griffin Road from Union Street to DHS
offices and an attended crosswalk across Union Street at Griffin Road. The project
estimate of $85,827.25 will require a 20% of $17,165.45 or equivalent in kind services
from the City of Bangor.

(Maximum 4 sentences) Briefly describe the how the TCSP Program funds will be
used to support the proposed project.
The TCSP funds will be used for design, engineering, construction and inspection
of the project. This project will be locally administered by the City of Bangor.

• Describe the project and the expected results, including project goals and
timeframe. Describe how the project integrates transportation, community,
and system preservation plans and practices that address one or more of
the following:
1) Improve the efficiency of the transportation system of the United States.
2) Reduce the impacts of transportation on the environment.
3) Reduce the need for costly future investments in public infrastructure.
4) Provide efficient access to jobs, services, and centers of trade.
5) Examine community development patterns and identify strategies to
encourage private sector development that achieves the purposes
.identified in (1) through (4).
• If applicable, describe how the project meets all of the priority consideration
criteria.
• Describe how the project meets the project selection criteria
• Discuss the project schedule, commitment of public and private funding,
and any other TC5P or other Federal funding being used for the project.
• Union Street is a major 4 lone major arterial street and Griffin Road is a
two lane minor arterial street in the City of Bangor. The intersection of the
two is signalized. The section of Union Street included in this project is
commercially developed on both sides of the street with restaurants,
banks, business offices and a shopping mall. There are no sidewalks on
the westerly side of Union Street with no crosswalks for pedestrian access
across Union Street. The section of Griffin Road included in this project is
home to the State of Maine Department of Human Services office. There
are no sidewalks on this section of Griffin Road.
• The proposed project will construct a new sidewalk on the westerly side of
Union Street from Telecom Drive, the home of several business offices, to
Griffin Road. l t will also construct a new sidewalk on the southerly side of
Griffin Rood from the Department of Human Services to Union Street. An
unattended crosswalk will be installed across Ashley Street at the

intersection of Griffin Road and an attended crosswalk will be installed
across Union Street at the intersection of Griffin Road.
• Completing this project will greatly enhance pedestrian access to all
facilities eliminating the need for pedestrians to cross a four lane highway
at random locations. This project will not only create a safer environment
forpedestrians but also allow for uninterrupted flow of traffic on this busy
arterial street. The City of Bangor's goal is to complete this project in FY
13 which runs from July 1, 2012 through June 30, 2013. Sources for
funding the 20 per cent City of Bangor match for this grant will be
determined during the FY 13 budget deliberations.

Union Street is considered a principal arterial street under the
federal functional classification. Griffin Road is considered a minor arterial
street under the federal functional classification. The BAT (Bangor Area
Transit) bus system makes frequent stops in this area dropping off
passengers that must then travel between facilities as pedestrians.
