Item/Subject: Order, Authorizing Public Operations and Maintenance to Apply for the
Transportation, Community, and System Preservation Program — Union Street
Sidewalks, Phase 1

Commentary: This Order would authorize the Director of Operations and Maintenance
to apply for the Transportation, Community, and System Preservation Program (TCSP),
through the Maine Department of Transportation 2012 Discretionary Grant Program.
Union Street Sidewalk Project, Phase I would consist of construction of a new sidewalk
on the westerly side of Union Street from Vermont Avenue to Godfrey Boulevard and
attended crosswalks across Vermont Avenue at Union Street, across Union Street at
Eastern Maine Healthcare Mall, and across Union Street at Godfrey Boulevard.
Estimated costs for the project will be $199,871.50, with the City's 20% required match
of $39,974.30, or equivalent in kind services, as determined in the FY13 budget
process.
This was reviewed and recommended for approval by the Infrastructure Committee at
its 12-20-11 meeting.

By the City Council of the City of Bangor.
ORDERED, THAT the Director of Operations and Maintenance is authorized to apply for
the Transportation, Community, and System Preservation Program (TCSP) for the
purpose of constructing sidewalks on the westerly side of Union Street from Vermont to
Godfrey Boulevard and attended crosswalks on Vermont Avenue at Union Street and
one each across Union Street at Eastern Maine Healthcare and Godfrey Boulevard. The
project estimate of $199,871.50 will require a 20% of $39,974.30 or equivalent in kind
services by the City of Bangor.

(Maximum 4 sentences) Briefly describe the how the TCSP Program funds will be
used to support the proposed project.
The TCSP funds will be used for design, engineering, construction and inspection
of the project. This project will be locally administered by the City of Bangor.

• Describe the project and the expected results, including project goals and
timeframe. Describe how the project integrates transportation, community,
and system preservation plans and practices that address one or more of
the following:
1) Improve the efficiency of the transportation system of the United States.
2) Reduce the impacts of transportation on the environment.
3) Reduce the need for costly future investments in public infrastructure.
4) Provide efficient access to jobs, services, and centers of trade.
5) Examine community development patterns and identify strategies to
encourage private sector development that achieves the purposes
identified in (1) through (4).
• If applicable, describe how the project meets all of the priority consideration
criteria.
• Describe how the project meets the project selection criteria
• Discuss the project schedule, commitment of public and private funding,
and any other TCSP or other Federal funding being used for the project.
• Union Street is a major 4 lane artery in the City of Bangor. The section of
Union Street included in this project is commercially developed on both
sides of the street with several restaurants, banks, medical facilities and a
shopping mall. One of the medical facilities is Eastern Maine Healthcare's
very large walk in care facility. There are no sidewalks on the westerly
side of Union Street with no crosswalks for pedestrian access across Union
Street: Completing this project will greatly enhance pedestrian access to
all facilities eliminating the need for pedestrians to cross a four lane
highway at random locations. This project will not only create a safer
environment for pedestrians but also allow for uninterrupted flow of
traffic on this busy arterial street. The City of Bangor's goal is to complete
this project in FY 13 which runs from July 1, 2012 through June 30, 2013.
Sources for funding the 20 per cent City of Bangor match for this grant will
be determined during the FY 13 budget deliberations.

Union Street is considered a principal arterial street under the
federal functional classification. The BAT (Bangor Area Transit) bus
system makes frequent stops in this area dropping off passengers that
must then travel between facilities as pedestrians.
