Board of Directors Responsible Department: City Manager Commentary: Three seats on the nine member Board of Directors for the Municipal Review Committee become vacant annually, and participating MRC Charter communities nominate and elect successor Directors. Each Charter community is entitled to vote for one candidate. The MRC is charged with various oversight responsibilities including representing municipal interests regarding the Penobscot Energy Recovery Company (PERC) Waste -to -Energy facility in Orrington. As of this time, Charter municipalities collectively own approximately 25% of the facility's limited partnership shares and thus have a financial stake in its sound operation. This year, there are the three expiring three-year Board seats, and one one-year seat due to a resignation. Those nominated include incumbents: Philip McCarthy (Clinton), Robert Peabody (Rockport), Sophia Wilson (Orono), and Henry Chausse (Machias). Also nominated are: Warren Hatch (Newburgh) and Joshua Reny (Fairfield). The three-year terms commence January 1, 2012 and expire December 31, 2014. The one-year term expires December 31, 2013. Bangor Assistant City Manager Bob Farrar continues to serve as a Director and Treasurer. This Order would direct that Bangor's ballot be cast for Sophia Wilson, Orono Town Manager, and authorizes the City Clerk to submit the ballot to the Municipal Review Committee. Board of Directors Election Ballot Date: November 11, 2011 Each year, charter member municipalities have an opportunity to elect individuals to serve on the MRC Board of Directors. The MRC has certain oversight responsibilities regarding the Penobscot Energy Recovery Company (PERC) Waste to Energy Facility in Orrington, including monitoring and administering various contractual and financial arrangements between PERC, its owners, and well over 100 participating communities. The Board is also responsible for approximately $35 million in assets that collectively belong to equity charter communities. The Board consists of 9 directors in total, each serving three years terms. This year, the three-year terms Phillip McCarthy (Clinton), Robert Peabody (Rockport) and Sophia Wilson (Orono) expire. Additionally, there is a one-year term to be filled due to a resignation. For background purposes, I have served on the MRC since the early 1990's and presently hold the position of Treasurer and Chair of the Finance Committee. A complete listing of all candidates and their biographies is attached. Sophia Wilson has contacted Bangor and asked for our support of her candidacy, and absent any other direction, would recommend that Bangor's ballot be cast for her.
