HomeMy WebLinkAbout2014-06-23 14-219 ORDERCOUNCIL Item No. Date: June 23, 2014 Item/Subject: Order, Authorizing the City Manager to Apply for Federal Transit Administration Grant Funds — Ladders of Opportunity Initiative, to Purchase and Replace Community Connector Transit Buses. Responsible Department: Executive/Community Connector Commentary: This Order would authorize the City Manager to apply for Federal Transit Administration Grant Funding under the Ladders of Opportunity Initiative to purchase and replace certain Community Connector Transit buses. This grant program would provide 80% federal funding with a 20% local match. There are currently three 1996 Orion buses and three 2000 New Flyer buses that are in critical need of replacement. The last new buses were purchased in 2011 and the System's Capital Improvement Plan has identified the need to replace old buses. Historically, the system has used federal grant programs to purchase new buses. This has been reviewed and recommended for approval by the Government Operations Committee on June 16, 2014. WHEREAS, the City of Bangor operates the Community Connector public transit system; and WHEREAS, the system operates a fleet of transit buses, many of which have reached or have past their useful life, either by age or miles or both, according to FTA guidelines; and WHEREAS, the FTA has announced the Ladders of Opportunity Initiative, a competitive federal grant program that would provide 80% funding with a 20% local match for the purchase and replacement of public transit buses; and WHEREAS, Community Connector has identified six transit buses in the fleet that are in ciritical need of replacement including three 1996 Orions and three 2000 New Flyers; and WHEREAS, the grant application is due on or before August 4, 2014. NOW THEREFORE BE IT ORDERED BY THE CITY COUNCIL OF THE CITY OF BANGOR THAT the City Manager (or designee) is hereby authorized to apply for Federal Transit Administration funding through the Ladders of Opportunity Initiative and to take necessary related action, either as a sole applicant, or collectively with one or more other public transportation providers as may be determined to be in the best interest of Comm u n ityConnector.
