Commentary:
The applicant, City of Bangor, is requesting a zone change for a portion of a parcel of land located on
Venture Way and Corporate Drive from a Government and Institutional Service District to a Technology
and Service District. This seven acres of land will be used to expand the Maine Business Enterprise Park.

Be it ordained by the Oty Counts/ of the City of Bangor, as follows:
THAT the zoning boundary lines as established by the Zoning Map of the City of Bangor dated October
28, 1991, as amended, be hereby further amended as follows:
By changing a portion of a parcel of land located on Venture Way and Corporate Drive (Tax Map No. 1,
Part of Parcel No. 14) from a Government and Institutional Service District to a Technology and Service
District. Said part of a parcel of land containing approximately 6.85 acres and being more particularly
indicated on the map attached hereto and made a part hereof.

SUBJECT: Amending Zoning Ordinance
Off Venture Way and Corporate Drive from Government
and Institutional Service District (G&ISD) to Technology
and Service District (T&S) - Council Ordinance 14-156.
Please be advised that the Planning Board at its meeting on May 6, 2014, held a
Public Hearing on the above zone change request.
Planning Officer Gould explained that the rezoning request was the first step in
expanding the Maine Business Enterprise Park (MBEP). Back in 2005 while preparing
the Comprehensive Plan, the Planning Office envisioned a new zoning district that
would better suit the needs of the Business Park. The Industry and Service District is
better suited to old heavy manufacturing uses than the medical and office uses that
have been attracted to the park. The 2005 Comprehensive Plan's Zoning Policy listed
the park as "Business Park" awaiting the new district to be concluded. The land
proposed to be changed is 6.85 acres just east of the current MBEP boundary.
There were no other proponents or opponents to the rezoning request.
Member Bolin noted that his employer controls two of the adjacent properties.
The Board concluded that with the City acting as the applicant, no conflict existed for
Member Bolin.
Based on its consistency with the Comprehensive Plan and the other adjacent
properties, Member Kenney made a motion to recommend approval of the proposed
zone change to the City Council. Mr. Miller seconded the motion. The Board voted six in
favor and one opposed to the motion to recommend that the City Council approve the
rezoning from Government and Institutional Service District to Technology and Service
District as contained in C.O. # 14-156.
