Item/Subject: Order, Authorizing the City Manager to Execute a Collective Bargaining
Agreement between the City of Bangor and AFSCME Council 93, Representing Customer
Service Representatives and Part Time Ramp Attendants at Bangor International Airport.

Commentary: This Order authorizes the City Manager to execute a Collective Bargaining
Agreement covering certain employees at Bangor International Airport. Negotiations between
the City and the Union have resulted in a Tentative Agreement which has been ratified by the
Union. The contract has been negotiated within the bargaining guidelines established by the
City Council and includes the following: a three year term; wage adjustments of 1.0% year one,
1.5% year two, and 2.0% year three; updated health insurance rates and corresponding date
changes; agreement to close the most expensive healthcare plan January 1, 2015; recognition
of AFSCME as the new bargaining agent, replacing MSEA; and minor housekeeping changes in
various Articles including Call -time, Layoff and Recall, and Discipline.
This Tentative Agreement was reviewed with the City Council in Executive Session on March
24th and is presented with the recommendation of the Management Negotiation Committee.

Agreement between the City of Bangor and AFSCME Council 93, Representing Customer Service
Representatives and Part Time Ramp Attendants at Bangor International Airport.
BE IT ORDERED BY THE BANGOR CITY COUNCIL THAT:
the City Manager is hereby authorized to execute a Collective Bargaining Agreement between
the City of Bangor and AFSCME Council 93 representing full time and part time customer service
representatives and part time ramp attendants at Bangor International Airport for a term
commencing July 1, 2012 and ending June 30, 2015 in accordance with the terms and
conditions of the Tentative Agreement reached between the Negotiating Committees
representing the City and the Union.
