Item/Subject: ORDER, Authorizing Purchase of Asphalt Recycler in the Amount of
$130,000 from Central Equipment

Commentary: This order will authorize the purchase of an asphalt recycler from Central
Equipment in Old Town for $130,000. If approved, this equipment will be used to reheat asphalt
for application to potholes in streets and sidewalks, in lieu of cold patch. Because of the process of
grinding and reheating asphalt will help adhere the patch better to a pothole, it is expected that the
unit will be more efficient, safer and save time over the current practice of utilizing cold patch, which
doesn't bind as well to the holes.
The State of Maine DOT has recently done significant testing and study on a unit that is sold by a
local Distributor. This company also brought this unit to Bangor and demonstrated the Bagela BA
7000F recycler to our Public Works personnel. The department was very impressed with how this
machine worked and convinced that it would benefit the City to own one to maintain the integrity of
the roads year round.
The nearest competitor for a similar unit is based in Pennsylvania, but Central Equipment in Old
Town currently has an unsold prior year model in stock, that the City is requesting to purchase. The
unit would be considered new and come with a full one year warranty. This request was reviewed
and recommended for approval at the Finance Committee meeting of July 7, 2015.
The contract recommendation must be reviewed approved by the City Council as it is over $100,000.

ORDERED,
THAT, Deborah Cyr, Finance Director is hereby authorized to execute a contract
with Central Equipment in the amount of $130,000 for the purchase of an asphalt
recycler.
