Item/Subject: Resolve, Accepting and Appropriating $573,018 in grant funds from the U.S.
Department of Homeland Security Transportation Security Administration (TSA) to provide for additional
funding for the TSA in-line checked baggage inspection system solution at the Bangor International
Airport (BGR).

Commentary: This Resolve will accept and appropriate grant funds in the amount of $573,018 from
the U.S. Department of Homeland Security Transportation Security Administration (TSA) to provide for
additional funding for the TSA in-line checked baggage inspection system at the Bangor International
Airport. This project involves the modification to, and construction of the airport terminal building
infrastructure to incorporate the TSA in-line checked baggage inspection system. The need for the
additional funding is due to a revision to the scope of work and the increase in construction costs from
early in 2010, when the project was first developed. The objective of the project is to enhance airport
security and baggage screening capabilities and throughout. The Airport's 5% share is $28,651, which
has been budgeted. Staff recommends approval.

(TITLE.) Resolve, Accepting and Appropriating $573,018 in grant funds from the U.S. Department of
Homeland Security Transportation Security Administration (TSA) to provide for additional funding for the
TSA in-line checked baggage inspection system solution at the Bangor International Airport (BGR).
WHEREAS, The City's'application to the U.S. Department of Homeland Security, Transportation Security
Administration (TSA) for grant funds to provide for the TSA in-line checked baggage
inspection system solution at the Bangor International Airport has been accepted, and the
Department of Homeland Security, Transportation Security Administration has agreed to
provide the funds; and
WHEREAS, This project involves the modification to and construction of the airport terminal building
infrastructure to incorporate the TSA in-line checked baggage inspection system.Terminal
modifications include changes to to baggage conveyor components, mechanical, plumbing,
electrical, structural and telecommunnciations infrastrusture to provide for the installation
of the TSA equipment; and
WHEREAS, The need for the additional funding is due to a revision to the scope of work and the

and
WHEREAS, The Airport's 5% share is $28,651 which has been budgeted; and

BE IT RESOL VED BY THE CITY COUNCIL OF THE CITY OF BANGOR, THAT
The City Manager is hereby authorized to accept the grants from the U.S. Department of Homeland
Security, TSA in the amount of $573,018 to provide for the additional funds for the TSA in-line checked
baggage inspection system at the Bangor International Airport; and
BE IT FURTHER RESOL VED THA T
There is hereby appropriated within the Airport Fund the amount of $573,018 recognizing these federal
grant funds to be used for this project. The City Finance Director is hereby authorized. to place these
funds within the appropriate accounts.
