Item/Subject: Order, Authorizing the Donation of a Used Surplus Police Cruiser to Eastern
Maine Community College for Use in their Criminal Justice Program

Commentary: Eastern Maine Community College recently contacted the City about the
possibility of donating a used surplus police cruiser for their Criminal Justice program. The
vehicle would be used solely for training criminal justice students on patrol procedure on EMCC
property. The car would not be registered for on the road use. All Bangor Police Department
identification on the vehicle would be removed. The vehicle will be used to support a range of
hands-on, experiential activities associated with the program. This was reviewed and
recommended for approval at the May 18, 2015 Government Operations Committee meeting.

(TITLE.) Order, Authorizing the Donation of a Used Surplus Police Cruiser to Eastern Maine
Community College for Use in their Criminal Justice Program
By the City Council of the City of Bangor.
ORDERED, THAT the Purchasing Officer or Fleet Maintenance Manager are authorized to take
any necessary action in order to donate. and transfer one (1) used surplus police cruiser to
Eastern Maine Community College for use in their Criminal Justice program with the following
terms, conditions and understandings:
1. The title to the vehicle shall be transferred to Eastern Maine Community College or its
designated agent.
2. The Fleet Maintenance Manager shall determine which vehicle shall be donated and shall
establish a time frame for the transfer.
3. The vehicle shall be transferred in "As Is, Where Is" condition with no guarantees nor
warranties.
4. The vehicle shall not be registered for "on the road use". It shall only be used on
Eastern Maine Community College property in an educational setting for criminal justice
students.
5. All Bangor Police Department identification will be removed from the vehicle.

Eastern Maine Community College.(EMCC) recently requested that we consider donating a
patrol car to their Criminal Justice program once it is no longer in use and removed from service.
The Criminal Justice program utilizes local police officers as instructors, to include officers from
the Bangor Police Department, and has an interest in utilizing a previously used patrol car for
instructional purposes.
EMCC understand that the patrol car will not include all of the equipment, such as a light bar,
radio and mobile computer but will include items that are not transferrable to a new patrol car
such as the protective cage, special rear seat and other similar items. EMCC will design a logo
for the patrol car that will acknowledge that it was donated by the Bangor Police Department.
Staff supports the request to consider the donation. The police department anticipates
removing two older patrol cars from use in late June or early July.
