Item/Subject: Order, Authorizing the City Manager to Apply for Funding in the Amount of
$40,000 from the Maine Health Access Foundation.
Responsible Department: Health and Community Services
Commentary: This order will authorize the City Manager to apply for $40,000 in planning
grant funds from the Maine Health Access Foundation for more intensive planning regarding
substance abuse in the Healthy Maine Partnership. If approved, the Health and Community
Services Department will use the funds over the next 16 months to identify gaps, barriers
and determine our best approach to dealing with substance abuse addiction, treatment
and recovery.
Having successfully completed the first pre -planning phase, the Public Health and Community
Services Department has been invited to apply for the second phase of the Maine Health Access
Foundation grant program. The pre -planning phase brought together a diverse group
representing public and private organizations across multiple industries and sectors to work
collectively to identify 1-2 critical health issues that warrant attention in the Healthy Maine
Partnership service area including Bangor, Brewer, Clifton, Eddington, Glenburn, Hampden,
Hermon, Holden, Levant, Newburgh, Orono, Orrington, and Veazie.
The critical issue selected for the second planning phase is Substance Abuse. This issue was
chosen because of its documented impact on health. Momentum exists to make substantive
positive changes to address the substance abuse -related needs of our community. There is
demonstrated commitment from influential stakeholder leadership and area organizations.
Strategies are in place for meaningfully engaging those with lived experiences and maintaining
communication and inclusivity. This item was reviewed and recommended for approval by the
Government Operations Committee at its meeting on February 4, 2014.
