Item/Subject: Resolve, Authorizing the Recycling Committee and Staff to Develop
Alternatives to Address the City's Current Systems for Recycling and
Solid Waste Collection.

Commentary:
At a recent Council Workshop, Councilor Gratwick presented an overview of recycling
and solid waste collection issues on behalf of the Recycling Committee. The purpose of
this presentation was to determine whether there is Council interest in having the
Recycling Committee and City Staff continue to collect and analyze data regarding the
various solid waste and recycling alternatives available in addition to, or in place of, our
current systems. Subsequently, this question was posed to the Government Operations
Committee, which indicated its support of such an effort. The Committee also indicated
that a report on the results of this work should be completed by January 15, 2010 in
order to ensure that its findings and recommendations can be considered during the
Fiscal Year 2011 budget process.
Given the staff and volunteer time that must be devoted to researching and preparing
such a report, the Committee requested that a resolve to that effect be presented for
Council consideration and action.

Address the City's Current Systems for Recycling and Solid Waste Collection.
WHEREAS, at a recent Council Workshop, an overview of recycling and solid waste collection
issues and alternatives was presented; and
WHEREAS, the purpose of this presentation was to determine whether there is interest in
having the Recycling Committee and City Staff continue to collect and analyze data
regarding the various solid waste and recycling alternatives available in addition to,
or in place of, our current systems; and
WHEREAS, subsequently, this question was posed to the Government Operations Committee
which indicated its support of such an effort; and
WHEREAS, the Committee also indicated that a report on the results of this work should be
completed by January 15, 2010 in order to ensure that its findings and
recommendations can be considered during the Fiscal Year 2011 budget process;
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF BANGOR THAT
The Recycling Committee and City Staff are hereby authorized to develop a report outlining
alternatives to address the City's current systems for recycling and solid waste collection, said
report to be completed on or before January 15, 2010 to allow sufficient time for its alternatives
and recommendations to be considered during the City's FY 2011 budget process.
