Item/Subject: Order — Authorizing the City Manager to accept up to $3800.00 in funds from
the U.S. Department of Justice, Project Safe Neighborhoods for the purpose of purchasing a
Ballistic Bullet Catcher for the Police Department.

Commentary: The U.S. Department of Justice, Project Safe Neighborhoods (PSN ) has
funding available to purchase a "'Ballistic Bullet Catcher" for the Bangor Police
Department. The ballistic bullet catcher will facilitate the test -firing of guns recovered
by the Bangor Police Department and other area Departments from crime scenes. The
ammunitions casings and projectiles recovered through these test -fires will be packaged
and sent to an appropriate laboratory for entry into the National Integrated Ballistics
Identification Network (NIBIN). Once in NIBIN, the casings and projectiles can be
compared against previously entered projectiles and casings recovered at crime scenes
for comparison to see if submittals match prior shootings, or vice versa.
The City will provide the initial funding for the equipment, and the U.S. Department of
Justice will reimburse the City for all expenses incurred through Project Safe
Neighborhood funding. There is no local match required for this acquisition.

The Police Department has been contacted by the United States Attorney's Office
regarding a proposal by the U.S. Department of Justice, Project Safe Neighborhoods
(PSN) to purchase a "Ballistic Bullet Catcher"for the Bangor Police Department.
The .City will need to provide the initial funding for the equipment, but PSN will
reimburse the Cityfor all expenses incurred.
