Item/Subject: Resolve, To Cooperate with the City of Brewer to Establish a Committee to
Recommend Means for Savings and Efficiencies through Mutual Cooperation

Commentary:
The City Councils' of Bangor and Brewer recently met in a joint workshop to discuss issues of
mutual concern. Subsequent to that meeting, Councilor Stone of Bangor and Councilor Ferris of
Brewer have proposed that both communities consider establishing a joint citizen advisory
committee to explore areas where the communities might cooperate to identify savings and
efficiencies in the delivery of services. The attached resolve would indicate the interest of the
City of Bangor in working toward the formation of such a committee. It directs the respective
Council Chairs' designees and City Managers to meet and develop a more complete proposal for
such a committee and submit this plan to each Council for action. Among the issues that would
be addressed are committee purpose and duties, composition and manner of appointment, and
term of existence. There was some preliminary discussion of this effort both at the joint
meeting with Brewer and a recent Council budget workshop.

CITY OF BANGOR
(TITLE.) Resolve, To Cooperate with the City of Brewer to Establish a Committee to Recommend
Means for Savings and Efficiencies through Mutual Cooperation
WHEREAS, it is in the best interest of the City of Bangor to work with neighboring communities to
identify potential areas for savings and efficiencies that can be achieved through mutual
cooperation; and
WHEREAS, the City of Brewer has a similar interest; and
WHEREAS, establishing a committee of diverse citizens representing both communities and various
interests would be an effective means to identify savings and efficiencies to allow property
taxes to be stabilized or reduced or to provide resources necessary to invest in the future of
our communities; and
WHEREAS, such a committee should be charged with identifying minimal annual collective organizational
savings of 1.5 million dollars while recognizing that such savings may be realized over time as
changes are implemented and through attrition or in such other manner as to avoid the loss
of employment; and
WHEREAS, the committee should review and take advantage of the work of previous or similar groups
that have undertaken such reviews, both in Bangor and Brewer and elsewhere;
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF BANGOR THAT
the City Council Chair's designee and City Manager meet with the Brewer City Council Chair's designee
and City Manager for the purpose of drafting an Order for presentation to both City Councils and
acceptable to both communities that would establish a citizens committee charged with making
recommendations to the respective City Councils identifying how we can work together to achieve
savings and efficiencies in the operation of and services provided by our respective communities.
