§ 231-5 - Vehicles and traffic – Snowmobile Operation in City Parks.

Commentary:
With the exception of bicycles, the City's ordinances currently do not allow for the operation of
vehicles in City Parks. For some time, the Paul Bunyan Snowmobile Club has been allowed to
use a trail in Essex Woods. It recently came to staff's attention that the ordinance, as currently
written, does not permit such use.
This amendment will authorize snowmobiles on certain trails in City parks where they serve to
interconnect with trails not within the parks and when the Director of Parks and Recreation
designates .the trails for snowmobile use after finding that it is compatible with the public use of
those trails for other purposes.
The Government Operations Committee recommended approval at its January 13, 2009 meeting.

CITY OF BANGOR
(TITLE.) Ordinance, Amending the Code of the City of Bangor, Chapter 231 Public
Parks, § 231-5 - Vehicles and traff=ic.
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF BANGOR THAT
The Code of the City of Bangor be amended as follows:
§ 231-5. Vehicles and traffic.
D. Operation of vehicles. No person in a park shall drive any vehicle, excepting
bicycles, on or in any area except public ways and paved park roads or parking
areas or such other areas as may, on occasion, be specifically designated as
temporary parking areas by the Director. Snowmobiles may be allowed on
certain trails in Citi Parks where such trails serve to interconnect other
snowmobile trails not in City Parks and where the Director of Parks and
Recreation has designated such trails for such purpose after finding that it is
compatible with the use of such park trails by the public for other purposes.
Excepting bicycles, only vehicles property licensed and registered for operation
on public ways and operated by persons properly licensed under the laws of
the State of Maine shall be permitted in any parking area.
