Commentary:
This Ordinance amendment will change the time limit from sixty (60) to ninety (90) minutes for parking
spaces on Main Street from Hammond Street to Union Street, Hammond Street from Main Street to the
Kenduskeag Stream, State Street from the Kenduskeag Stream to Exchange and Harlow Streets, and Central
Street from Hammond Street to Harlow Street from sixty (60) minute parking to ninety (90) minute parking.

BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF BANGOR, AS FOLLOWS:
THAT the map entitled "Downtown Parking Management District", referred to in City of Bangor Code
Chapter 291-37 B, is hereby amended by designating parking spaces 100 through 151, inclusive, on
Main Street, parking spaces 218 through 233, inclusive, on Hammond Street, parking spaces 1400
through 1409, inclusive, and parking spaces 1430 through 1434, inclusive, on State Street and Parking
spaces 1300 through 1341, inclusive on Central Street as "Ninety Minute Parking".

Ron Goddard of Downeast Coins, spoke in opposition to this.
Peter Ramsay stated that this would not address the people
who shuffle theri cars every hour, and suggested we ticket the lots too.
Brad Ryder suggested that the Council listen to the Parking Advisory Committee.
Marsha McGrath, Parking Enforcement, stated taht it would be easier to enforce C�

BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF BANGOR, AS FOLLOWS:
THAT the map entitled "Downtown Parking Management District", referred to in City of Bangor Code
Chapter 291-37 B, is hereby amended by designating parking spaces 100 through 151, inclusive, on
Main Street, parking spaces 218 through 233, inclusive, on Hammond Street, parking spaces 1400
through 1409, inclusive, and parking spaces 1430 through 1434, inclusive, on State Street and Parking
spaces 1300 through 1341, inclusive on Central Street as "Ninety Minute Parking", such change to be
effective as of November 15, 2009.

Should the current 60 minute parking limit be extended to 90 minutes for
specific segments of the downtown district that include Central, State and
Main Streets?
Purpose:
To allow additional time for visitors, shoppers, and business people to
utilize convenient street parking within the downtown district on these
streets.
Supporters feel that additional time, 90 rather than 60 minutes, is needed to
dine, shop or conduct business among stores, restaurants and service
businesses.
Opponents feel that it will aggravate the existing situation of shuffling
vehicles within the time frame that exists and that workers/owners of
downtown will now move their vehicles every 90 minutes instead of 60
minutes. (If timed properly, 2-3 hours if really paying attention to when
parking enforcement patrols a particular section of parking spaces)
Enforcement:
Vehicles in violation of the 60 minutes receive a friendly warning of a
parking violation for first time offenders. A second offense within 120 days
of a warning generates a fine of $12. More than three UNPAID fines warrant
a "Dallas Boot" which incapacitates a vehicle until the boot is removed
which is done after old fines are paid off and payment of fine for the "boot".
There is a lengthy list for vehicles that would receive the "boot" if found in
a parking violation.
Currently, violators are determined by the Parking Enforcement Division of
the Bangor Police Department. They manually check license plates against
a master list of those vehicles that have had warnings or tickets written
within the past 90 days.
Electronic Metering has been suggested as a means of enforcement that
would monitor specific cars and how long they are on a street rather than
in one parking spot. Expense is major limiting factor.
Results of LBWA: (learning by walking around)
Mixed feelings towards 60 or 90 minutes.
Answer really depends on type of business. Restaurants in favor,
retailers generally against, service and entertainment in favor.
Most feel offenders are workers / owners of businesses downtown.
Most feel there are other factors that should decide length of parking
Some suggested all parking the same length for ease of education,
enforcement, and practical use.
Several businesses suggested bring back parking meters that used to exist
Many felt that Parking Garage needed more promotion or incentive to be
utilized by both businesses and customers. Le., low cost to downtown
users.
Is Columbia Parking Deck construction a contributing factor?
Bangor Center Corporation:
The BCC has been successful dealing with a number of issues
including the congregating of cars in downtown after-hours and noise
issues that affect residents of downtown.
Why hasn't BCC been asked to address and propose a solution for this
issue?
If 90 minute one year trial is implemented:
What is the measure of success?
Increase I decrease amount of fines?
Increase / decreased number of business fronts?
Fewer complaints from businesses / customers about parking?
If equipment pays for itself, is that a measure of success?
