The bid prices ranged from $126,870 — 253,000 for system 1 — see attached bid tabulation. On September 21, 2009, the Finance Committee reviewed and approved staff recommendation to award the contract to R. F. Jordan & Sons Inc., in the amount of $126,870 for system 1. The contract award recommendation must be reviewed approved by the City Council as it is over $100,000. Ring — Director Infrastructure & Development Support DATE: September 17, 2009 SUBJECT: Contract Award Recommendations — ARRA Projects for Penjajawoc Stream Projects --------------------------------------------------------------------------------------------------------------------- Bids were received on September 16, 2009 for the following four projects to improve water quality in the Penjajawoc Watershed: • Bangor Mall Groundwater By-pass • Lower Hogan Road Water Quality Improvements • Eastern Maine Community College Stormwater Treatment • Stillwater Avenue Water Quality Improvements Earlier this year the City received a grant under the American Reinvestment and Recovery Act (Stimulus) Program for several projects including these four. The ARRA funding covers 50.6% of the costs. ARRA requires that contracts for these projects be awarded by September 30, 2009. Based on our recent experience with bids received for ARRA projects in the Birch Stream Watershed, we anticipated that total bid costs could exceed the funding currently available. Accordingly, the bid proposals for the Penjajawoc projects were structured to provide pricing for a number of alternates, so the most important elements of each project could be undertaken with limited funding. As suspected, total bid pricing exceeds available funding. A full tabulation of bids received is included in your packet. Recommendations for bid award to the respective low bidders are as follows: • Bangor Mall Groundwater Bypass Award to Maine Earth: $40,680.00 • Lower Hogan Road Water Quality Improvements Award System 1 (only) to R.F. Jordan: $126,870.00 • Eastern Maine Community College Stormwater Treatment Award Base Bid (only) to R.F. Jordan: $91,332.58 • Stillwater Avenue Water Quality Improvements Award Systems 1 & 2 (only) to R.F. Jordan: $60,559.00 99 300 The Lower Hogan Road Water Quality Improvement Project is in excess of $100,000.00 and therefore will need full Council approval for award. I would note that there are three more ARRA projects in the Penjajawoc Watershed. Bids for two of them will be received on September 23, 2009 and will need Council approval to award by the end of the month. Receipt of bids and award for the other project will occur in October. While it would be desirable to undertake additional work that was bid, I am pleased that we will be able to move forward with the recommended projects to improve water quality in the Penjajawoc Watershed. ]DR 2
