Commentary:
The Bass Park facility uses a 1995 GMC truck with a plow for year round day to day operations.
During the state inspection process, the Fleet Maintenance technician failed the vehicle for a
number of reasons including: the need for extensive bodywork, rusted brake lines, loose front
end parts, and worn out brakes. This vehicle was transferred to Bass Park from Public Works
three years ago. The Fleet Maintenance Department has recommended that it would be in the
City's best interest to replace this vehicle at an estimated cost of $16,000 - $18,000 instead of
spending $3,000+ to repair it.
Replacing this vehicle was not anticipated in the FY10 budget. Staff recommendation, based
upon the Racino Fund guidelines previously approved by the Council, was to appropriate the
necessary funds from the Racino Fund.
At the Finance Committee meeting of September 21, 2009, the Committee members indicated
their desire to maintain the Racino Fund as is and that the true cost of Bass Park operations be
reflected in the annual budget. Therefore, the Committee's recommendation is to transfer the
funds for this purchase from the Racino Fund and to include a repayment of said expenditure in
the FY2011 Bass Park budget.

BY THE CITY COUNCIL OF THE CITY OF BANGOR:
BE IT RESOLVED,
that up to $18,000 is hereby appropriated from the Racino Fund for the purpose of purchasing a
vehicle for use in Bass Park operations, and;
BE IT FURTHER RESOLVED THAT
The amount expended for this purchase will be included in the City Manger's recommended FY
2011 Bass Park Budget to be repaid to the Racino Fund.
