Commentary:
On July 15, 2009 the City received 3 bids for two runway snow sweepers. The bid prices ranged
from $822,000 —1,057,186 — see attached bid tabulation. This purchase will be funded 95% by the
FAA and the remaining 5% will be split between the Airport and the State of Maine.
Jacobs, the Airport's engineering consultant, and City staff have reviewed the bids and on August 3,
2009, the Finance Committee approved staff recommendation to purchase the sweepers from HP
Fairfield, Inc., in the amount of $1,057,186.00.
The contract award recommendation must be reviewed approved by the City Council as it is over
$100,000.

bid was unacceptable due to reliability and service and support concerns.

Every year, the Airport prepares, and the FAA and the Council approve, the Airport's five-year
Capital Improvement Plan. In this year's plan, the Airport is scheduled to purchase two runway
brooms. These brooms are used year round to remove snow, sand, and any other debris from
the runways, taxiways and aircraft parking areas. This purchase will be funded with 95% of the
cost being paid for with FAA funds and the remaining 5% divided equally between the State of
Maine and the Airport.
The City issued requests for bids and received 3 bids from two bidders. The low bid is from
Kodiak for $822,000. Airport staff has contacted other airports that have equipment from this
manufacturer and did not receive positive recommendations. We have received information
from 11 airports about the reliability of Kodiak products and all have reported maintenance
issues with down time due to lack of availability of parts from Kodiak and Technical support
from Kodiak personnel. One airport in Lexington Kentucky is in the process of shipping the
broom back to Kodiak for repairs and has stated that there have been problems since they
purchased the broom. In addition, MDOT purchased 4 Kodiak products for Augusta, Waterville,
Houlton, & Sanford Airports. There have documented been problems with some of these
machines and interaction with Kodiak itself. In addition, there is no dealer in the region that
provides support for this vendor.
The Airport has substantial concerns with the reliability of the Kodiak product, the availability of
parts, the poor technical support from Kodiak, and the distance the unit would have to be
shipped for major repairs. Any of these items would create substantial down time on the units
that cost a considerable amount of money and are used year round.
For these reasons the Airport recommends awarding the bid to HP Fairfield for $1,057,186.00.
The brooms submitted by HP Fairfield have been on the market for numerous years with
outstanding reliability and would have local maintenance and technical support. The additional
cost to the Airport for the purchase will be approximately $5,880 dollars but this up front
investment will more than pay for itself in improved reliability and decreased maintenance
costs.
