HomeMy WebLinkAbout2009-07-27 09-257 ORDERCOUNCIL ACTION Date: July 27, 2009 Item No. `f 9 2`5 7 Item/Subject: ORDER, Appointing Members to the Bangor Airport Civic Development Corporation Responsible Department: Community & Economic Development Commentary: The Bangor Airport Civic Development Corporation, also known as the BanAir Corporation, is required in its by-laws to have at least twenty-five (25) members. Currently, there are twenty-three members. The Executive Manager, Steve Bolduc of our Economic Development Department, has recommendations for additional appointments which will be reviewed by the City Council in Executive Session prior to Monday's City Council meeting. The sole responsibility of the members of the corporation is to appoint those members of its Board whose method of selection is not otherwise specified in the Corporation's by-laws. The board is composed of eleven members including four city councilors, the Airport Manager, and six private business people. The Corporation provides revolving loan management, property management, and real estate marketing and development services for properties at Bangor International Airport. Specifically, it manages and markets a revolving loan fund; the Bangor International Enterprise Center, Bangor Foreign Trade Zone, and all non -aeronautical property within the Bangor International Airport complex. Order, Appointing Members to the Bangor Airport Civic Development Corporation WHEREAS, the City Council of the City of Bangor, by passage of Council Order 287AG on June 21, 1979, authorized the formation of a local development corporation, the Bangor Airport Civic Development Corporation; and WHEREAS, the purposes of said corporation are to "foster, encourage and assist the physical location, settlement, expansion and resettlement of industrial, manufacturing and business enterprises and of recreational projects on or near Bangor International Airport; to purchase, lease, otherwise acquire, hold, own, use, manage, operate, enjoy, improve, develop and otherwise deal and trade in and with property, both real and personal, of every kind and description, or any interest therein, land tenements and buildings, structures and other improvements thereon and therein and to sell, convey, mortgage, lease or otherwise dispose of the same; to do any and all lawful acts and things necessary pertaining, convenient or incidental to the foregoing purposes or any part thereof tending to increase the value, usefulness, comfort or convenience of the property or any part thereof at any time held by said Corporation, and to have or exercise all of the rights powers and privileges appertaining to corporations of a similar nature organized and existing under the laws of the State of Maine ..."; and WHEREAS, the by-laws of the Bangor Airport Civic Development Corporation require at least twenty-five (25) members; and WHEREAS, there are currently twenty-three (23) members; and WHEREAS, all new members are appointed by the Bangor City Council; NOW, THEREFORE, BE IT ORDERED BY THE CITY COUNCIL OF THE CITY OF BANGOR THAT The individuals recommended by the Executive Manager of the Bangor Airport Civic Development Corporation for appointment as members are hereby accepted and appointed as members to the Bangor Airport Civic Development Corporation.
