HomeMy WebLinkAbout2009-07-27 09-256 ORDERCOUNCIL ACTION Item No=r' �9 �5i, Date: 7/27/2009 Item/Subject: Order, Authorizing Support for the Senior Little League World Series Banquet Responsible Department: City Council Commentary: A funding request for $1,300 from the SLLWS for the rental of the Civic Center for the banquet and player presentations was reviewed by the Finance Committee on July 20th. The Committee concluded that this particular item had greater Council interest than was represented at that meeting and referred it to the Council without a recommendation. The banquet and player presentation event includes approximately 500 players, coaches, volunteers, directors, invited individuals, umpires, families, friends and series supporters at a total cost of $11,368 ($9,000 for meals) and generates about $2,000 in ticket sales (100 tickets @ $20/each). The banquet was held at the Civic Center in 2004, 2005, and 2006, and the SLLWS paid the full cost to use the facility. Since then, the event has been held at the Elks Club. The City contributes $8,500 to the SLLWS and, in return, receives an ad in the SLLWS program book. We also provide some goods and in-kind services through Parks & Rec. The Council's FY10 budget includes $1,450 to support the use of the facilities at Bass Park. This line item was reduced significantly since the only event the Council has supported in this way in recent years is Camp Bangor, with annual support ranging from $450 - $500/year. The Council must address two questions: should funding be provided, and, if so, in what amount given the limited budget available and other potential demands. If support is to be provided, the attached order will require an amendment to insert the amount. The City does contribute to the overall SLLWS by contributing for an ad ($8,500) and by providing goods and in-kind services for the event through Parks & Rec. This year the SLLWS is requesting City support in the amount of the Civic Center rental for their banquet and player presentations, non rental charges are for use of the Civic Center are estimated at $1,068. In general approximately 500 players, coaches, volunteers, directors, invited individuals, umpires, families, friends and series supporters take part in the event. They sell approximately 100 tickets at a cost of $20/each for the banquet and the cost of the meals is $9,000 for a total expense budget of $11,368 versus revenue of $2,000. As you may be aware this event draws attendees from all over the world and the final championship game is broadcast by ESPN. The banquet and presentations were held at the Civic Center in 2004, 2005 and 2006, since that time I believe they have held outside on site. At this time, three Councilors have indicated their support to have this request heard by the Finance Committee. Below is the criteria employed by the Finance Committee to evaluate such requests (a copy of the policy is attached); 3.4.1 The extent to which City support is essential for the program or project to take place. Support should generally be provided only in instances where it is or is anticipated to be essential for the project or program to occur. 3.4.2 The benefit which the City or its residents will receive. This should include an evaluation of the need for the program and project an its anticipated immediate and long-term impact. 3.4.3 The number of City of Bangor residents to be directly benefited. The extent to which the program or project is open or available to the largest possible number of the class or targeted beneficiaries should be taken into account. Programs or projects which benefit small or select numbers of individuals shall generally be denied funding. Based upon the application, I do not believe this request is in line with the past practice of the Council nor the established criteria noted above. Briefly describe the special project or program for which funding is requested. Use of the Civic Center for the Senior League World Series Banquet and player presentations. 2. Please provide information on the number of individuals who will directly benefit from the . project or program, including the number of Bangor residents. The program entertains the teams from Asia Pacific, South America, Canada, USA and Europe/Middle East. The parents, relatives and friends of the players can also attend the banquet and ceremonies. There will be approximately 300 people attending the program. 3. Please provide information on the total cost of the project and program and other sources . of funding already available or which are anticipated to be raised. Banquet cost is approximately $9,000. Funding will come from banquet ticket sales for non -team members and game ticket sales and souvenir sales at the games. 4. Specify and, to the extent possible, quantify the benefits which the city of Bangor or .its . residents, taken as a whole, may anticipate receiving from the project or program. This is a great opportunity to promote the City of Bangor. People come from all over of North America, and we have visitors from Europe, South America, and the Pacific who have a chance to visit our beautiful state and our city. Visitors rave about the area's scenery, the city's hospitality, and how we make them feel welcomed. All the games are broadcast over the internet and the championship game is telecasted on ESPNU where you see Bangor, Maine printed in bold letters on the stadium backstop for everyone to see on national TV. 39 ?.56. If, within seven days, three or more members of the Council indicate that they are interested in considering the request, it will be forwarded to the Finance Committee for its consideration and recommendation. If recommended by Finance, a final decision on funding will be made by the full City Council. Applicants will be notified of the date and time of the Finance Committee meeting.
