HomeMy WebLinkAbout2009-07-13 09-241 ORDERCOUNCIL ACTION Item No. 09 2 41 Date: July 13, 2009 Item/Subject: ORDER, Authorizing the Finance Committee to Award Contracts for Stormwater Management System at Bangor International Airport Responsible Department: Engineering Commentary: The attached Council Order authorizes the Finance Committee to award construction contracts for four Stormwater Management Projects at the Airport. These projects are being funded by the American Reinvestment and Recovery Act (i.e. "Stimulus Funding'. Because of the size of these projects, contracts would normally be approved by the full Council. The proposed Action is necessary to meet the ARRA contracting deadline. Attached is a Memorandum from the Director of Infrastructure and Development Support explaining this in further detail. Ring — Director Infrastructure & Development Support DATE: July 8, 2009 RE: Contract Award — BIA Stormwater Management Projects --------------------------------------------------------------------------------------------- As the Council is aware, we have received funding from the American Reinvestment and Recovery Act (ARRA, i.e. "stimulus") to undertake Stormwater Management Projects at Bangor International Airport. BIA is in the Birch Stream Watershed, which is designated as impaired by Maine Department of Environmental Protection. The total amount of ARRA funding for these projects is $1,690,000. ARRA funding requirements contain a very tight schedule, including a provision that the projects be under contract for construction no later than July 21, 2009 and also that a competitive bidding process be undertaken. Fortunately, the City had previously retained the environmental engineering firm of SMRT to identify Stormwater Management Projects at BIA. SMRT has fully developed the design and bid documents for these projects to be undertaken in four separate contracts. Bids will be received on July 15, 2009. As noted above, ARRA requirements stipulate that contract awards must be in place by July 21, 2009. Ordinarily, contract awards for projects of this size would be made by the full Council, but the second meeting in July is not until the 27th. Accordingly, we are requesting Council authorization for the Finance Committee to award contracts for these projects. The next scheduled Finance Committee Meeting is on July 20, 2009 which allows us to meet the ARRA contract deadline. W;
