Commentary:
On June 3, 2009 the City received four bids to replace the current Tanker 6 with a new Elliptical
Tanker. The bid prices ranged from $206,724 to $278,847 — see attached bid tabulation.
The Finance Committee will meet to review staff recommendation to the award of the contract to
Midwest Fire in the amount of $211,927.
The contract award recommendation must be reviewed approved by the City Council as it is over
$100,000.

ORDERED,
THAT, Deborah Cyr, Finance Director is hereby authorized to execute a contract
with Midwest Fire to purchase an Elliptical Tanker to replace the Fire Department's
Tanker 6 vehicle.

Re: Replacement of Tanker 6
Earlier this year the City Council accepted and appropriated a grant from the Federal
Assistance to Firefighters Program for $184,500 as well as the required City match of
$20,500 for the replacement of Tanker 6. Tanker 6 is a 1987 Ford chassis with an early
1970 water tank and is located at Station 6 on the Griffin Road. The chassis and the tank
were both used as oil delivery trucks prior to being used by the Fire Department as a
water tanker. The current tanker was put together by a former mechanic of the Fire
Department. The current tanker does not meet current NFPA (National Fire Protection
Association) standards and also has begun to have many maintenance issues. The water
tank has begun to leak water in several locations. The piece of apparatus responds to
incidents at the airport and in the more rural areas of the City.
In May of this year purchasing sent out request for bids for a replacement. Four
manufacturers of Fire Apparatus responded to the request for bids.
After reviewing the bids we would recommend that the bid be awarded to Midwest Fire
the low responsive bidder. Midwest Fire was the lowest bid that met the specifications
which included being NFPA compliant. The response from the low bidder, Pierce
Manufacturing, did not meet specification in the following areas; it was not NFPA 2009
compliant, vehicle length, engine size, lighting, compartments and various other
components. Midwest Fire is a small company located in Lurverne, Minnesota that
builds approximately 60 trucks per year. Bowdoinham Fire Department has a tanker that
they purchased from Midwest Fire and are very pleased with the trucks quality and with
the service that has been provided. Several staff members from Bangor have inspected
the Bowdoinham truck and agree that it is a quality product. Although we have not had
any past experience we believe from the discussion we have had with Midwest Fire folks
and the Bowdoinham Fire Department that this truck would meet our needs.
The total bid price was $211,927, the additional funding to complete this purchase in the
amount of $6,927 is recommended to be appropriated from the Fire Equipment Reserve
account.
