HomeMy WebLinkAbout2009-06-22 09-229 ORDERCOUNCIL ACTION Item No. 09 229 Date: 6-22-09 Item/Subject: Order, Authorizing the City Manager to Execute a Collective Bargaining Agreement between the City of Bangor and AFSCME, Council 93, Local 656 Representing Ramp Supervisors, Ramp Attendants, and Shift Leads at Bangor International Airport Responsible Department: Executive Commentary: Labor negotiations with BIA Ramp Supervisors, Ramp Attendants, and Shift Leads have resulted in a Tentative Agreement between the City and Union Negotiating Committees. In reaching this agreement, the parties used the services of an independent mediator and factfinding panel. This agreement follows the June 30, 2008 expiration of the most recent contract between the City and the Union. Major points of significance include: a three year term; wage adjustments of 3% year one, 3% year two, and 31/4% year three; establishment of CIGNA health insurance plans, cost sharing base plan, and rates; all references to part-time employees deleted from the contract; counseling added to progressive discipline steps; increase in the boot allowance to $140, $145, and $150 over the three-year term; and other routine housekeeping changes in several other articles. This Agreement has been reached within the bargaining guidelines previously established by the City Council. The Union has recently voted to ratify the proposed agreement and it is now ready for Council Consideration. This has been reviewed on several occasions in Executive Session with the Council, and it is presented with the recommendation of the Management Negotiating Committee (Harry Courtois, Rebecca Hupp, and Tony Caruso). A copy of the entire agreement is provided under separate cover in the Council's packet.
