Item/Subject: Order, Authorizing the City Manager to Execute a Collective Bargaining
Agreement between the City of Bangor and the Bangor Firefighters Association,
Local 772, IAFF

Commentary: Labor negotiations with unionized members at Bangor Fire Department have
resulted in a Tentative Agreement between the City and Union Negotiating Committees. This
agreement follows the June 30, 2008 expiration of the most recent contract between the
parties. Major points of significance include: a three year term; wage adjustments of 3% year
one, 3% year two, and 31/4% year three; new health insurance carrier, rates, and cost sharing
base plan; a new physical fitness contract Article; a new response time requirement for newly
hired employees; improved verification procedures for sick leave use and pay, revised holiday
pay requirement; changes to the ambulance duty roster and EMS license requirements; as well
as several housekeeping changes and minor revisions to other articles, policies and sideletters.
The Agreement has been reached within previously established City Council bargaining
guidelines. The Union recently voted to ratify the proposed agreement and it is now ready for
Council consideration. This has been reviewed on several occasions in Executive Session with
the Council and is presented with the recommendation of the Management Negotiating
Committee.

ORDERED, .THAT the City Manager is hereby authorized to execute a collective bargaining
agreementbetween the City of Bangor and the Bangor Firefighters Association, Local 772, IAFF
for a term of three years commencing July 1, 2008 and ending June 30, 2011.
