Item/Subject: Order, Adopting the City of Bangor Records Disaster Recovery Plan

Commentary:
Over the past several months, the City Clerk has met with representatives from each city
department to perform an inventory to determine the types of records that each department
retains, whether these records are convenience records, day-to-day records, mission critical
records, or historic records. Records that were categorizes as mission critical or historic in
nature were evaluated to see whether they are being properly protected in order to minimize the
potential loss to the city. Proper protection varies based on the volume of the record series, and
can be vault storage, fireproof file cabinets, or scanning/digitizing records. In addition,
emphasis has been placed on periodic purging of records that have reached the end of their
required retention period, as detailed in the Rules for Disposition of Local Government Records
guidelines provided by the State of Maine Archives.
In an effort to protect mission critical and/or historic records, a Records Disaster Recovery Plan
has been developed in collaboration with the various city departments. This plan provides
guidelines to be followed in the event of an emergency (fire, flood or roof leak) to protect,
secure, and recover various records in the custody of city departments and to restore business
continuity in a timely manner.
This plan has been reviewed by the Government Operations Committee, who recommends your
approval.
