Item/Subject: Resolve, Indicating the Intent of the City Council to Approve the School
Department Budget As Adopted by the Bangor School Committee.

Commentary:
As an element of the State's School Consolidation legislation, the Fiscal Year 10 budget of the
Bangor School Department must be submitted to the voters for validation subsequent to its
approval by the School Committee and the City Council. A separate Council order setting June 9,
2009 as the date for that election appears elsewhere on tonight's agenda. In order to hold the
election on June 9"', the City Council must take formal action to approve the budget within
fourteen days prior to the election. The attached Resolve indicates that the Council will take a
formal vote on that budget at the Council Meeting of May 27, 2009.
In order to avoid any last minute disagreements at the time the Council takes the formal vote on
the School budget, staff recommended that a vote be taken on a resolve indicating the intent of
the Council to approve the school budget early enough in the budget process to allow time, if
necessary, to address and resolve any issues or disagreements. This proposal was accepted by
those Councilors present at a recent budget meeting.
The attached resolve will also, therefore, indicate the intention of the Council, barring
unforeseen circumstances, to approve the School Department budget as adopted and
recommended by the Bangor School Committee.

(TITLE.) Resolve, Indicating the Intent of the City Council to Approve the School Department Budget
As Adopted by the Bangor School Committee.
WHEREAS, as an element of the State's School Consolidation legislation, the Fiscal Year 10 budget of the
Bangor School Department must be submitted to the voters for validation subsequent to its
approval by the School Committee and the City Council; and
WHEREAS, the most appropriate date for such election is June 9, 2009; and
WHEREAS, in order to vote on the school budget at that time, the City Council must formally approve it
within fourteen days prior to June 9t'; and
WHEREAS, sufficient time must also be provided for the School Department to work with the City Clerk
to prepare ballots and develop required information for the voters; and
WHEREAS, it is essential, therefore, that the City Council take action on the School budget early in the
budget process;
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF BANGOR THAT:
Barring unforeseen circumstances, it is the intent of the Bangor City Council to approve the School
Department budget as adopted and presented by the Bangor School Committee; and
BE IT FURTHER RESOLVED THAT
Formal votes on the FY 10 School Budget shall be taken at a City Council meeting to be held on
Wednesday, May 27, 2009; and
BE IT FURTHER RESOLVED THAT:
The City Clerk shall coordinate with the School Department to schedule and hold a school budget
validation election on June 9, 2009.
