This festival goes beyond using the river as a backdrop for a fun and educational community event by celebrating the cultural, historic, recreational, economic, and ecological values that the Penobscot River provides to area communities. Funds raised for the event go toward the cost of tents, music, advertising, and other infrastructure, as well as part of the cost of event coordination. The increase in the event's total budget of $8,900 this year is to enhance marketing and advertising associated with the event. The event will be held on July 18 at the Bangor Waterfront with River -focused exhibits displayed. The Commission suggested that three or more of the following organizations should be encouraged to participate in the planning and collaboration of this event — City of Bangor Parks & Recreation, the Harbor Committee, Bangor Trails, Bangor Land Trust, Stream Teams, The Storm Water Group, the Historical Society, the Bangor Museum and Center for History, as well as the University of Maine Museum of Art. Of the funds appropriated by the City Council, $13,450 remains available. The Commission for Cultural Development recommends that the City Council approve a grant of $1,000.
