Item/Subject: RESOLVE, Accepting and Appropriating Homeland Security Grant Funds from
the Maine Emergency Management Agency — Improved Preparedness and
Response Capabilities.

Commentary:
The City has recently been informed that it has been awarded Homeland Security Grant Funds
from Maine Emergency Management Agency for FY2008 to improve preparedness and response
capabilities for Homeland Security events in the State of Maine. The amount of the grant is
$329,200 and there are no local matching funds required. The funds will be used for a variety
of purposes as further outlined in the attached information. This Resolve will accept and
appropriate these funds.

(TITLE.) RESOLVE, Accepting and Appropriating Homeland Security Grant Funds from the
Maine Emergency Management Agency
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF BANGOR THAT: Homeland Security
Grant Funds in the amount of $329,200 from the Maine Emergency Management Agency to
improve preparedness and response capabilities for Homeland Security events in Maine are
hereby accepted and appropriated; and
BE IT FURTHER RESOLVED, THAT the Finance Director is authorized to establish such financial
accounts as may be necessary to accept and disburse said funds in accordance with Homeland
Security and MEMA requirements.

Re: FY2008 Homeland Security Grant Program
Enclosed is a letter awarding $329,200.00 to the City of Bangor for the FY2008
Homeland Security Grant Program to improve preparedness and response capabilities for
Homeland Security related events in the State of Maine. This grant does not require any
local matching funds.
We are asking for you to accept and appropriate the FY2008 Homeland Security Grant
Program funding for the following purchases:
• Special Teams Support -this funding will provide money for Police Departments
EOD (Explosive Ordinance Disposal Team, SRT (Special Response Team), Fire
Departments Technical Rescue Team and equipment and maintenance for the
Mobile Command Truck. Total $55,000.00
• Cascade System- purchase of a high pressure breathing air system that will
improve filling capacity for firefighter, haz-mat and technical rescue operations
requiring purified air. This system will also fill mobile cascade bottles on area
support vehicles. Total $39,500.00
• Thermal Imaging Cameras- the purchase of two thermal imaging cameras that
will provide next generation equipment for firefighters. These units will have
colored images, increased temperature sensitivity, and be more compact. Total
$20,000.00
• Emergency Operations Center Equipment- improvements to the City of
Bangor's Emergency Operations Center. Telephones, desktop computers, position
name plates and development of an activation manual. Total $10,000.00
• Information Technology- installation of fiber and fire suppression system for
new fire station. Total $33,000.00
• Polycom Communications -installation of Polycom visual communications at all
3 fire stations. It will also be used at the police department for training and in the
Emergency Operations Center. This will provide video and audio between
facilities for training. It will also interface with other state agencies using the
Polycom equipment. Total $60,000.00
• MDT Infrastructure- this will improve real time data for first responders. This
also provides for two additional mobile data receiver sites identified in our initial

engineering study. Provides funding for automatic vehicle location software to be
integrated into emergency responder vehicles. Total $58,000.00
• Security- Access control for public safety buildings will be upgraded with new
user group software and ID printer. Total $12,300.00
• NIMS (National Information Manazement System Compliance- will continue
with training for new and promoted employees. Total $ 6,400.00
• Special Response Vehicle- for the EOD (Explosive Ordinance Disposal Team).
This vehicle to be utilized by team members and be equipped to tow the
containment vessel. Total $ 35,000.00

Dear Chief Cammack:
Thank you for submitting an application to the Maine Emergency Management Agency
(MEMA) for the FY2008 Homeland Security Grant Program. I am pleased to award
$ 329,200.00 to the City of Bangor to improve preparedness and response capabilities for
Homeland Security related events in the State of Maine.
This funding will be available from the date of this letter until either: 1) the funds are
completely drawn down for eligible expenses or 2) August 31, 2011. Please sign the enclosed
Memorandum of Understanding (MOU) to accept the funding along with the Terms and
Conditions of this award, and return to MEMA as soon as possible. MEMA will not reimburse
for expenses under the grant until the signed MOU has been received.
Additionally, due to federal grant and auditing requirements, any County/City/Town who
expends a total of $500,000 or more in fed" financial assistance (from all sources) is required
to conduct an A-133 audit and must submit a copy of the completed audit to MEMA. Finally,
with regard to the purchase of equipment, all subgrantees must follow the Contracting Provisions
set forth in the Code of Federal Regulations ( 44 CFR Chapter 1, Section 13.36 (i) ).
