Item No. 09 1.25
Date: 4/13/09
Item/Subject: ORDER, Authorizing the City Manager to Apply for up to $12,000 in Funds from
the State of Maine Bureau of Highway Safety for the Purpose of Increasing
Seatbelt, Speed, and OUI Enforcement Efforts
Responsible Department: Police
Commentary:
The State of Maine Bureau of Highway Safety has grant funds available to assist local and state
law enforcement agencies with their seatbelt, speed, and OUI enforcement efforts. The seatbelt
enforcement grant calls for stepped up enforcement of seatbelt violations, typically for a two
week period in May, and the speed enforcement and OUI enforcement grants allow for increased
enforcement efforts during the summer months. The purpose of the grants is to generate as
many stops as possible for seatbelt, speed, inspection, red light, OUI, etc., violations. The
available amount of each grant is as follows: up to $2,000 for seatbelt enforcement; up to
$5,000 for speed enforcement; and, up to $5,000 for OUI enforcement. The grant funds are
available to provide overtime reimbursement as a means to increase enforcement efforts related
to the purpose of the respective grant.
This has been reviewed and recommended for approval by the Government Operations
Committee.

purpose of the respective grant.
Although we may not apply for the full allowable amount of each respective grant, I
request authorization to apply for up to the maximum amount. Actual amounts for which
we apply will be determined as we complete the application process. The deadline for
application for OUI enforcement funding is April 10, 2009, although notification of the
funding was not released until March 20, 2009. We have been advised that the
application period for the Speed Enforcement grant and the Seatbelt Enforcement grant
will be within the next several weeks. Because we anticipate that we will have only a
short application period for those grants also, I am requesting authorization to apply for
all three grants at this time.
