HomeMy WebLinkAbout2009-03-23 09-119 RESOLVECOUNCIL ACTION Item No. 09 11-9 Date: March 23, 2009 Item/Subject: Resolve, Ratifying the Actions of the City Manager in Accepting Potential Funding From the Maine Department of Environmental Protection — American Recovery and Reinvestment Act — Non -Point Source Pollution Responsible Department: Executive Commentary: We have received notice from the State Department of Environmental Protection that, subject to a required public comment period, a variety of stormwater projects in the City of Bangor have been included on the proposed project list for federal stimulus funds through the Clean Water State Revolving Loan fund. Under this program, the City may potentially receive a loan of approximately $2.8 million for projects primarily affecting the Birch and Penjajawoc Streams. Of this loan, 50.6% of the principal will be forgiven and the remainder will be a no interest loan. In order to remain eligible for this project, we are required to respond to the State by March 24th accepting this tentative offer and acknowledging that we can meet construction start dates as follows: May 30, 2009 for a high performance street sweeper and in -stream monitoring equipment; July 21, 2009 for projects in the Birch Stream Watershed; and September 30, 2009 for projects in the Penjajawoc watershed. Given the tight time frame required for a response, DEP has already been notified of the City's acceptance of the offer and the specified construction start dates. The attached resolve will ratify this action. RESOLVED, that The action of the City Manager in notifying the Maine Department of Environmental Protection that the City will accept an offer of $2,837,00 in Clean Water State Revolving Loan Funds for the purpose of addressing water quality issues associated with Birch and Penjajawoc Streams and the purchase of a high efficiency street sweeper and in -stream monitoring equipment, including his acknowledgement that the City can meet various indicated construction start dates, is hereby ratified.
