The Charter provides that the number of signatures that Superintending School Committee candidates must submit on their nominating petitions shall be no less than one hundred and no more than one hundred and fifty. This order will place a proposed amendment to the City Charter on the November 2009 ballot. The proposed Charter amendment would change the number of signatures that City Council candidates are required to submit to have their names placed on the ballot. The minimum number will be reduced from one hundred and fifty to one hundred and the maximum number will be reduced from two hundred to one hundred and fifty. ORDER, Proposing Amendment to the Bangor City Charter, Article IV, Section 3, Nominations and Elections — Number of Signatures required for Nomination Petition WHEREAS, the Bangor City Charter provides that the number of signatures that City Council candidates must submit on their nominating petitions shall be no less than one hundred and fifty and no more than two hundred; and WHEREAS, the Bangor City Charter provides that the number of signatures that Superintending School Committee candidates must submit on their nominating petitions shall be no less than one hundred and no more than one hundred and fifty; and WHEREAS, it is appropriate that the number of nominating signatures required of candidates for City Council and candidates for Superintending School Committee be the same; and WHEREAS, a change to the number of nominating petition signatures that City Council candidates must submit requires an amendment to the Bangor City Charter; NOW, THEREFORE, BE IT ORDERED BY THE CITY COUNCIL OF THE CITY OF BANGOR That the following amendment to Article IV, Section 3 of the Bangor City Charter be placed on the ballot of the 2009 regular municipal election to be held November 3, 2009 for approval by the qualified voters of the City of Bangor in accordance with Title 30-A M.R.S.A. §§2104 (1) and 2105; ARTICLE IV NOMINATIONS AND ELECTIONS Sec. 3. Nominations for elective officers to be made by petition. [Amended 11-7-1989] The nomination of all candidates for elective office provided by this Charter shall be by petition. The petition of a candidate for Councilman shall be signed by not less than one hundred and ffty nor more than twe one hundred and fifty qualified voters of the City. And the petition of a candidate for a member of the Superintending School Committee shall be signed by not less than one hundred nor more than one hundred and fifty qualified voters of the City. The number of said petitions for candidates for any office that may be signed by any voter shall not exceed the number of candidates to be elected to said office, and in no case may a voter sign more than one petition for any one candidate. The minimum number will be reduced from one hundred and fifty to one hundred and the maximum number will be reduced from two hundred to one hundred and fifty. Deletions to the existing Charter provisions are Struel� threugh. Additions are underlined. And be it further ORDERED, THAT pursuant to Title 30-A M.R.S.A. §§2104 (6) and 2105 (2), the form of the question to be submitted to the voters shall be as follows: QUESTION (CITY CHARTER AMENDMENT) "Shall the proposed City Charter amendment summarized below be approved and adopted by the City of Bangor? "Sum: The proposed amendment to Article IV, Section 3, of the City Charter would reduce the number of signatures that City Council candidates would be required to submit to have their names on the ballots from a minimum of one hundred fifty to one hundred and a maximum of two hundred to one hundred and fifty.
