The Charter provides that the number of signatures that Superintending School Committee candidates must submit on their nominating petitions shall be no less than one hundred and no more than one hundred and fifty. At its May 27, 2009 meeting, the City Council will consider placing a proposed amendment to the City Charter on the November 2009 ballot. The proposed Charter amendment would change the number of signatures that City Council candidates are required to submit to have their names placed on the ballot. The minimum number will be reduced from one hundred and fifty to one hundred and the maximum number will be reduced from two hundred to one hundred and fifty. A public hearing is required before council action to place the matter on the ballot. This Order will direct the City Clerk to provide for published notice of a public hearing to be held on May 27, 2009 at 7:30 p.m. in the City Council Chambers for the purpose of considering the proposed amendment to the Bangor City Charter. ORDER, Scheduling Public Hearing on a Proposed Amendment to the Bangor City Charter, Article IV, Section 3, Nominations and Elections — Number of Signatures required for Nomination Petition BY THE CITY COUNCIL OF THE CITY OF BANGOR, BE IT ORDERED THAT an amendment to the Bangor City Charter to change the number of signatures required on the Council candidate nomination petition should be considered. THAT the City Clerk is hereby authorized and directed, pursuant to 30—A M.R.S.A §2104, to provide for published notice of a public hearing to be held on May 27, 2009 at 7:30 p.m. in the City Council Chambers for the purpose of considering the proposed amendment to the Bangor City Charter, the text of said proposed amendment and an explanation thereof being as follows: ARTICLE IV NOMINATIONS AND ELECTIONS Sec. 3. Nominations for elective officers to be made by petition. [Amended 11-7-1989] The nomination of all candidates for elective office provided by this Charter shall be by petition. The petition of a candidate for Councilman shall be signed by not less than one hundred and ffLy nor more than twe one hundred and fift y qualified voters of the City. And the petition of a candidate for a member of the Superintending School Committee shall be signed by not less than one hundred nor more than one hundred and fifty qualified voters of the City. The number of said petitions for candidates for any office that may be signed by any voter shall not exceed the number of candidates to be elected to said office, and in no case may a voter sign more than one petition for any one candidate. Explanation: The proposed amendment to Article IV, Section 3, of the City Charter would change the number of signatures that City Council candidates are required to submit to have their names placed on the ballot. The minimum number will be reduced from one hundred and fifty to one hundred and the maximum number will be reduced from two hundred to one hundred and fifty.
