Commentary:
The City Council has designated the Commission on Cultural Development to review grant applications to
the City from arts and cultural organizations and recommend a course of action to the City Council for its
review and consideration
The Penobscot Theatre submitted an application for $25,000 to support the production of Spunk during
Black History Month. The application indicates Spunk is a brilliant and thrilling theatrical work that needs
to be seen in Bangor. By connecting this production to the Bangor Public Library's collection, highlighting
the literary value of Zora Neale Hurston, and addressing the lack of diversity in the theatre's constituency,
Spunk has the potential of becoming the most discussed and most important production in Penobscot
Theatre's history. The grant funds would be used for the production of this play featuring a 100%
African-American cast.
The Commission for Cultural Development recommends that the City Council approve a Grant of $15,000.

CITY OF BANGOR
(TITLE.) ORDER, Approving Grant Request from Penobscot Theatre for $15,000 to Fund
the Production of SPUNK
WHEREAS, the Commission on Cultural Development's mission is to promote the
development of Bangor as a regional arts center that nurtures the artistic and
cultural expression of its diverse peoples; and
WHEREAS, the total expenditures for such purposes shall not exceed the annual
appropriation therefor, together with such gifts as may be placed at the disposal
of the Commission; and
WHEREAS, the Commission is authorized to review grant applications from arts and cultural
organizations and recommend a course of action to the City Council for their
review and consideration; and
WHEREAS, Penobscot Theatre submitted an application for $25,000 to support the
production and activities surrounding Spunk, a brilliant and thrilling theatrical
work to be presented during Black History Month; and
WHEREAS, due to the limited availability of funds, the Commission recommended that a
Grant of $15,000 be approved:
NOW, THEREFORE, BE IT ORDERED BY THE CITY COUNCIL OF THE CITY OF BANGOR
THAT
A Grant in the amount of $15,000 to the Penobscot Theatre is hereby authoirzed from the 2010
Cultural appropriation.
