Item No.
J9 240
Date: July 27, 2009
Item/Subject: ORDER, Authorizing a Five Year Contract for Airport Improvement Program
(AIP) Engineering & Architectural Services
Responsible Department: Airport
Commentary:
The Airport utilizes the support of an "Airports oriented" engineering firm to help implement the
Airport Improvement Program (AIP) of the FAA. This program provides approximately $1.5 to $2.0
million per year for improvements and additions to the Airport's infrastructure. This Federal program
requires that the City receive proposals or statements of qualifications from engineering firms on a
schedule of approximately every five years. This allows for review of the qualifications of various
firms that currently provide such services and to select the most qualified firm. The Airport currently
contracts with Jacobs (formerly Edwards and Kelcey) of Manchester, New Hampshire, which has
provided outstanding service over the previous twelve years.
On April 1, 2009, the City received statements of qualifications from three firms. After review, it was
determined that Jacobs offered the best combination of services and direct experience with BIA, and
staff recommends they be awarded the contract.
On July 20, 2009 the Finance Committee reviewed and approved staff recommendation to award the
contract to Jacobs.
The contract award recommendation must be reviewed and approved by the City Council as it is
over three years.

Manager's Comments:
The architectural/engineering costs for any particular project proposed by our selected firm and
then reviewed by a independent third party to ensure that they are reasonable and appropriate.
This approach to project pricing is required by the FAA. Recommend approtA4
