Commentary: The Parks and Recreation Department has been discussing additional revenue
options at our sports facilities such as Sawyer Arena and the Union Street Athletic Complex to
assist in off setting some of our operating costs at these facilities. We have been approached by
a media vendor with an advertising proposal for the dasher boards at Sawyer Arena. Dasher
boards encircle the ice just above the playing surface and create an opportunity for advertising.
The proposal would allow advertising for the University of Southern Maine on two dasher board
sections on each side of center ice in return for a fee of $1000 for the 2008/2009 season.
Section 2.6 of the City's current advertising policy allows for advertising on "Scoreboards
associated with City sporting facilities such as softball fields or hockey rinks" We are
recommending that Section 2.6 of the policy be amended to read ""Facilities or property
associated with City sporting venues such as softball fields or hockey rinks." This would expand
the present definition and allow us to explore the current proposal as well as entertain other
such proposals in the future for Sawyer Arena and the Union Street Athletic Complex.
In addition, the revised policy, which is attached, also updates the name of the City's transit
system to The BAT, incorporates a previous annex dealing with the use of vacant advertising
space on the BAT by private, not for profit organizations, and makes a number of other minor
modifications.

Manager's Comments: Finance has reviewed and recommended on a 4-1 vote. Some
concern was expressed over the proposed expansion of advertising from scoreboards to facilities
or property and whether this would result in excessive advertising placement. This is
counterbalanced by limits imposed by the City's sign ordinance and a requirement in section 3.2
of the policy that advertising be placed in an area or areas approved by the appropriate Council
Committee. This should insure that advertising does not inappropriately multiply. a` , /

Advertising Policy
1.0 Purpose
Policy No. G 1.0
To establish the conditions under which commercial advertising will be permitted in City Facilities or on
City equipment or property.
2.0 Policy
Advertising is generally prohibited in City facilities or on City property except for:
2.1 The interior of the Bangor Auditorium;
2.2 The grandstand area in Bass Park;
2.3 The municipal Golf Course;
2.4 Bangor International Airport;
2.5 BAT transit buses;
2.6 Facilities or property associated with City sporting facilities such as softball fields or
hockey rinks.
2.7 The Pickering Square Parking Garage, with preference for advertising from businesses
operating within the Bangor Center Development District.
3.0 Conditions for Approval
Commercial advertising will be permitted under the following conditions:

3.1 A fee or other valuable consideration must be paid in accordance with a schedule of fees
approved by the appropriate Council Committee;
3.2 Advertising is placed in an area or areas approved by the appropriate Council
Committee;
3.3 A signed agreement exists between the City and the advertiser;
3.4 The City retains approval of the advertising copy or display, such approval to be at the
discretion of the appropriate City Department Heads.
4.1 No political advertising of any kind or character shall be permitted except for paid
political advertising on BAT buses and signs and posters displayed during political
events at the Bass Park Facility where a fee has been charged for use of the Facility.
4.2 No tobacco product advertising shall be permitted;
4.3 Advertising for alcoholic beverages will be permitted only where such beverages are sold
or at special events sponsored by the manufacturer or distributor of such beverages.
4.4 The Director of Parks and Recreation is authorized to permit temporary advertising in
City parks or other facilities under his/her control during events allowed by the City and
sponsored in whole or in part by the commercial firm displaying such advertising;
4.5 The Director of Bass Park is authorized to permit advertising on the grounds of Bass
Park during the Bangor State Fair in conjunction with commercial or agricultural displays
which constitute an integral part of the Fair or in conjunction with events approved by
the Director and occurring under commercial sponsorship;

4.6 Advertising may be permitted on scoreboards, Informational signs, or other equipment
where such items are donated to the City in return, in whole or in part, for such
advertising. The acceptance of such signs and advertising must be approved by the City
Department Head responsible for the facility or property on which such sign/scoreboard
is to be placed and have the concurrence of the appropriate Council Committee.
Permission for such advertising shall be either for a fixed term or for the useful life of
the item donated, whichever is less.
4.7 Any additional exceptions to this Policy must be reviewed and approved by the City
Council.
4.8 Bulletin Boards. Limited advertising may be allowed on bulletin boards in or on City
facilities where such advertising has been approved by the Department or Division Head
responsible for the facility. This will extend to notices of items for sale by City
employees.
5.0 Non -Profit Advertising on The BAT Community Connector. Advertising by local private non-profit
organizations may be allowed in otherwise vacant advertising space on The BAT under the following
conditions:
5.1 There will be no fee or charge for the advertising
5.2 The cost of design and manufacture of the signage will be paid in full by the advertiser
and the signage will remain the property of the advertiser.
5.3 The length of time that the advertising space may be filled is limited to no more than
three months (90 days) in a twelve (12) month period.
5.4 Paid advertisements shall receive priority in the allocation of vacant space.
5.5 Allocation of space to private non-profit advertisers will be at the discretion of the
Assistant City Manager and BAT Superintendent and may be discontinued at any time
should insufficient space be available for paid advertising.
5.6 The BAT will not be responsible for lost or damaged signs.
5.7 The non-profit organization is responsible for delivering and picking up the advertising
material.
5.8 Non-profit organizations must comply with all other conditions of this policy.
6.0 Responsibility for Review
The Assistant City Manager shall review this policy at least annually, and shall maintain an inventory of
all advertising.
