Item/Subject: RESOLVE, Appropriating a $257,250 Grant from the Department of Housing and
Urban Development Economic Development Initiative Program — Waterfront
Infrastructure Improvements.

Commentary:
On December 22, 2008, the City Council authorized the execution of a grant application to the U. S.
Department of Housing and Urban Development for Federal Economic Development Initiative Special
Project funds in the amount of $257,250. The City has received notification that the Grant application has
been approved.
The attached Resolve will appropriate the Grant funds. The Grant was awarded for infrastructure
improvements for the Bangor Waterfront Park on the Penobscot River in the area downriver from Railroad
Street between the railroad tracks and Penobscot River. This area has been designated as an open space
and recreation area in the Bangor Waterfront Master Plan. The City engaged Shadley Associates for all
details of engineering and landscape design work which is 90% complete. Bids and construction will begin
in the Spring of 2009.

BY THE CITY COUNCIL OF THE CITY OF BANGOR:
BE IT RESOLVED,
that a $257,250 grant from the Department of Housing and Urban Development's Economic
Development Initiative Program is hereby appropriated for the purpose of funding infrastructure
improvements in the areas designated for open space and recreational use in the Bangor Waterfront
Master Plan, at the intersection of Main and Railroad Streets, and between the railroad tracks and
Penobscot River downriver from Railroad Street.
