Responsible Department: Legal Commentary: City staff have been working with a group of stakeholders from the Penjajawoc Marsh/Bangor Mall area to address water quality issues in the Penjajawoc Stream. These issues are primarily the result of non -point source pollution within the watershed carried to the stream by stormwater as well as historic and natural changes that have occurred within the stream's riparian areas. An individual involved in these discussions has requested that the City ordinance that establishes Council Committees and their jurisdictions be amended to clearly state that issues involving stormwater management and funding are assigned to the Transportation and Infrastructure Committee. The attached Ordinance amendment would make this change. The majority of issues related to stormwater would generally be handled by City Departments/ Divisions such as Engineering, Planning, Code Enforcement, and Public Works, all of which currently fall under the jurisdiction of the Transportation and Infrastructure Committee. It has also been staff's practice to take stormwater issues to this Committee. As a result, this proposal will not change our actual practice. It will, however, make it clear to everyone that Transportation and Infrastructure has this responsibility.
