Item/Subject: ORDER, Authorizing the Interim City Manager to Apply for a Four -Year
$1,000,000 Mental Health Transformational Grant from the Substance Abuse and Mental
Health Services Administration

Commentary: This Order would authorize the Interim City Manager to apply for a four-year
$1,000,000 Mental Health Transformational Grant from Substance Abuse and Mental Health
Services Administration (SAMHSA) in partnership with Medical Care Development to develop a
network of peer mentors in recovery from substance abuse who are available and able to provide
peer support to people in recovery in rural, isolated and otherwise underserved areas of Maine.
The Department of Health & Community Services' Health Promotion Program will serve as grant
administrator working closely with Medical Care Development, who will oversee the program. The
City will receive funding to support the grant administration responsibilities and serve on the
leadership advisory team for this program and related evaluation. The proposed project targets
veterans, Native Americans and others in recovery to provide community support through peer
networks and other community supports. By offering educational programming through the two
University of Maine Augusta locations and the nine remote University Center sites linked by
interactive television, the Community Support Network will be able to build peer support with
broad geographic spread. This approach allows Bangor residents to be served by this program,
while outreaching to others across the State, allowing them to be served without requiring them
to migrate to the more populated service center communities and leaving behind natural
supports.

ORDERED, THAT the Interim City Manager is hereby authorized to apply for and
accept a four-year $1,000,000 Mental Health Transformational grant from the
Substance Abuse and Mental Health Services Administration (SAMHSA) in partnership
with Medical Care Development, to develop a network of peer mentors in recovery
from substance abuse who are available and able to provide peer support to people in
recovery in rural, isolated and otherwise underserved areas of Maine.
