Commentary:
The City has recently been informed that it has been awarded Homeland Security Grant Funds
from Maine Emergency Management Agency for FY2009 to improve preparedness and response
capabilities for Homeland Security events in the State of Maine. The amount of the grant is
$343,681 and there are no local matching funds required. The funds will be used for a variety
of purposes as further outlined in the attached information. This Resolve will accept and
appropriate these funds.

(TITLE.) RESOLVE, Accepting and Appropriating Homeland Security Grant Funds from the
Maine Emergency Management Agency
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF BANGOR THAT: Homeland Security
Grant Funds in the amount of $343,681 from the Maine Emergency Management Agency to
improve preparedness and response capabilities for Homeland Security events in Maine are
hereby accepted and appropriated; and
BE IT FURTHER RESOLVED, THAT the Finance Director is authorized to establish such financial
accounts as may be necessary to accept and disburse said funds in accordance with Homeland
Security and MEMA requirements.

Re: FY2009 Homeland Security Grant Program

Enclosed is a letter awarding $343,680.84 to the City of Bangor for the FY2009
Homeland Security Grant Program to improve preparedness and response capabilities for
Homeland Security related events in the State of Maine. This grant does not require any
local matching funds.
We are asking for you to accept and appropriate the FY2009 Homeland Security Grant
Program funding for the following purchases:
• Special Teams Support -this funding will provide money for Police Departments
EOD_ (Explosive Ordinance Disposal Team, SRT (Special Response Team). Fire
Departments Technical Rescue Team and equipment and maintenance for the
Mobile Command Truck. Total $60,000.00
• InteroyerabilitL Equipment -Upgrade Bangor Fire Tactical Channel to repeater
and the installation of new Communications Tower. Total $100,00.00
• Station Security -Add card access readers at Central Fire Station. Total
$10,000.00
• Emere-eney Mana ement Vehicle -Emergency Operations Vehicle for the City of
Bangor's Emergency Management Director. Total 528,000.00
• Rescue Boat -funding for a boat with both rescue and firefighting capabilities.
Total $5500.00
• ATV -purchase of an ATV for both rescue and firefighting. This piece of
equipment would be utilized to provide EMS and firefighting capabilities to
remote locations such as the city forest. Total $18,680.00
• MDT Support- this provides for continued support of the MDT system. Total
$25,000.00
• Information Technology -this will provide funding for off site backup equipment
city wide. Total $12,000.00
• NIMS National Information Mana ement System Com liance- will continue
with training for new and promoted employees. Total S 10,000.00

Dear Chief Cammack:
I am pleased to notify you of the City of Bangor's FY2009 Homeland Security Grant Program
funding award through the Maine Emergency Management Agency. In keeping with MEMA's strategy
of firnding Maine's metropolitan areas, MEMA has continued to allocate 45% of available Homeland
Security Grant funding to the state's six identified Metro cities. I am pleased to award $ 343,680.84 to
the City of Bangor to improve preparedness and response capabilities for Homeland Security related
events in the State of Maine.
In order to move forward with the FY2009 funding, MEMA requests that the City submit detailed
budget narratives and worksheets for projects to be undertaken with these funds. Application guidance
and forms can be found on MEMA's website at: www.maine.gov/mema
Once the City's budget documentation has been submitted and reviewed by MEMA, you will
receive an official Grant Award Notice, as well as Memorandum of Understanding (MOU) and Terms
and Conditions documents that must be signed to formally accept the funding. Once these documents
have been signed and returned to MEMA, the City will be approved to move forward with identified grant
projects. This procedure is slightly different from prior Horrieland Security Grant rounds, however new
federal auditing requirements necessitate the additional signatures required to accept the funds and move
forward.
