Commentary:
Discovery House, a methadone clinic located in Bangor at 74 Dowd Road, is seeking to expand
from its current client load of 500 to 700. Under Chapter 93 of the Bangor Code of Ordinances, a
chemical dependency treatment facility must seek Council approval before expanding. Conditions
for approval are listed in § 93-5 of the ordinance. Discovery House has already obtained State
approval for this expansion.
The Community Advisory Group recommends, based on the numbers and a review of the data,
that need has been demonstrated, and notes that the expansion of Discovery House has been
reviewed and approved by the State. The Government Operations Committee recommended
approval of the Discovery House expansion.
After these recommendations were made, it was discovered that improved parking plans had
not, as Discovery House had thought, gone to the Planning Board. The property is leased by
Discovery House and owned by Bill Varney; Mr. Varney has expressed his desire for the
expansion license to go before the City Council before he brings the altered parking plan before
the Planning Board. Discovery House conducted research to see whether the present parking
area is sufficient for the proposed expansion, and has concluded that the present parking is
indeed sufficient. Discovery House's application and data is included in their revised application,
submitted on October 18. Their current parking area does meet applicable Land Development
Code standards.

THAT the application of Discovery House, a chemical dependency treatment facility located
within the City of Bangor, for an increase in the number of patients it may treat at its facility
from 500 to 700 is hereby approved.
