Commentary:
As part of the FY 2008 Homeland Security Grant Program, funding for the purchase of a Polycom
visual communication system was approved. The system is to be installed at all three fire stations as
well as the police station.
On September 20, 2010, the Finance Committee reviewed and approved staff recommendation to
waive the bid process and authorize the City to enter into a contract with New England
Communications in the amount of $59,586.58.
The contract award recommendation must be reviewed approved by the City Council as it is over
$50,000.

Re: Polycom Communications
Included in the FY 2008 Homeland Security Grant program approved by the City Council was
funding for the installation of Polycom visual communications at all 3 Fire Stations and the
Police Department. Polycom will be used for training purposes and for Emergency Management
Operations at the Emergency Operations Center located in the Police Department class room.
This system will provide video and audio between all 4 locations mostly for training purposes. It
will also interface with other agencies at the local, state and federal level for Emergency
Management Operations purposes.
After a significant amount of research we are asking the City Council to waive the bid process to
authorize the purchase and installation of the Polycom Visual Communication System to New
England Communications.
The cost of the Polycom Visual Communication System including installation is $59,586.58. The
estimate is below the funding available from the FY 2008 Homeland Security Grant Program.
