Item No. 10-284
Date: August 9, 2010
Item/Subject: ORDER, Authorizing Contract Award for Purchase of Hangar Door
Responsible Department: Airport
Commentary:
A hangar door located at Hangar 600, which is occupied by C & L Aerospace recently broke and will
not close. The door is original to the building which was constructed in the late 1950s, parts are not
readily available and it was slated for replacement in the FY12 budget year. The cost to repair the
door is estimated at $30,000. With the impending replacement, the Airport reviewed a variety of
alternatives and recommends purchasing a bi-fold door from Schweiss Bi -Fold Doors. This request
comes forward as an emergency purchase, as the timing is crucial to ensure proper operations prior
to winter weather. The lead time for this type of door is typically 6-8 weeks. During the lead time,
the Airport would issue a request for bids for the installation, which is expected to cost between
$40,000 - $50,000.
The Finance Committee met prior to this evening's meeting to review staff recommendation for the
award of the contract to Schweiss Bi -Fold Doors, in the estimated amount of $75,000. The contract
award recommendation must be reviewed approved by the City Council as it is over $50,000.
Department Head
Manager's Comments:
If the Finance Committee recommends approval, staff's request is that this item be considered
under suspension of the rules on August 9th, in order to complete the project prior to the onset
of winter conditions.

Re: Request for Approval for the Purchase of a Hangar Door
Date: August 4, 2010
The Airport owns and maintains several buildings which were originally constructed by the
military as part of Dow Air Force Base. These facilities frequently require unexpected
maintenance and repairs. Hangar 600, which is occupied by C&L Aerospace is one of these
buildings. Unfortunately, the existing hangar door is broken will not close properly. The door is
original to the building which was constructed in the late 1950s and parts are not readily
available.
The Airport has reviewed a variety of alternatives and recommends purchasing a bi-fold door
from Schweiss Bi -Fold Doors. It is a single bi-fold door system similar to the bi-fold door
recently installed on Hangar 1 and Building 123. The cost for the door is $75,000. This door
style would require the least structural modification to the building as the existing door frame is
large enough to accommodate the required frame design. The door would also weigh
substantially less than the existing door, therefore, the building should be structurally able to
accommodate this new door. Due to the massive size of the door, the manufacturer does insist
that one of their installers supervises the installation. Based on the daily rate and the number of
days required for the installation, we estimate $5,000.00 to $7,000.00 for this service.
The lead time for this type of door is typically 6-8 weeks. During the lead time for the door, the
Airport would issue a request for bids for the installation. We anticipate installation will cost
approximately $40,000-$50,000.
The purchase of the new door is time sensitive as it needs to be completed prior to winter
weather. The Airport does budget contingency funds for unforeseen repairs and has funding
available for this project. The Airport respectfully requests committee authorization to proceed
with the purchase of the Schwiess Bi -Fold door as an emergency purchase. If you have any
questions or need additional information, please feel free to contact Robbie Beaton at 992-
