HomeMy WebLinkAbout2010-07-26 10-269 ORDERCOUNCIL ACTION Item No. 10 26 9 Date: 07/26/10 Item/Subject: ORDER, Awarding Contract for Flow Monitors for Combined Sewer Overflows Responsible Department: Waste Water Treatment Plant Commentary: As part of the plant's Long Term Control Plan (LTCP) for combined sewer overflows (CSO) the City is required to install monitoring equipment at CSO points that will remain active. The LTCP requires that the City be able to measure the frequency, duration and volume of combined sewage discharged during wet weather. There are currently eight active CSO points within the City, only three of which are monitored. The attached order would award a contract to ADS Environmental Services to install equipment in the remaining five active CSO points. The five remaining locations are difficult applications that require expertise to install and calibrate the instrumentation. ADS is the only company with flow meters that have the flexibility of integrated wireless modems and/or 4:20 Amp output to SCADA. This versatility is critical to this project as bother cellular communication and radio telemetry will be utilized. Flow meters manufactured by ADS are the only USEPA Environmental Technology Verified flow monitoring equipment for wastewater collection systems. ADS meters are also the only brand with Monitor Level Intelligence which improves accuracy and allows the meter to operation in a wide range of flow conditions. On July 19, 2010 the Finance Committee reviewed and approved staff recommendation to award the sole source contract to ADS Environmental Services in the amount of $94,250. The contract award recommendation must be reviewed approved by the City Council as it is over $50,000. The LTCP requires that the City be able to measure the frequency, duration and volume of combined sewage discharged during wet weather. At this time we have eight remaining CSO's, five require specialized equipment to measure discharges. Included with this memo is a proposal from ADS Environmental Services (ADS) for the five remaining locations. As you can imagine, these locations are difficult applications that require expertise to install and calibrate the instrumentation. ADS is the only company with flow meters that have the flexibility of integrated wireless modems and or 4:20 mAmp output to SCADA. This versatility is critical to this project as both cellular communication and radio telemetry will be utilized. Flow meters manufactured by ADS are the only USEPA Environmental Technology Verified (ETV) flow monitoring technology for wastewater collection systems. ADS meters are also the only brand with Monitor Level Intelligence (MLI) which improves accuracy and allows the meter to operate in a wide range of flow conditions. Funding for this purchase will come from a State Revolving Loan Fund. John True, CSO Coordinator MEDEP, has agreed to allow sole source purchase of this equipment.
