HomeMy WebLinkAbout2010-07-26 10-267 ORDERV) ''67 COUNCIL ACTION Item No. Date: July 26, 2010 Item/Subject: Order, Authorizing the Issuance of a Request for Qualifications for Consultant Services to Review Public Safety Operations Responsible Department: Council Commentary: At the request of Council Chair Stone, the Finance Committee discussed the potential for the City to issue a Request for Qualifications for consultant services to review Police Department operations at its meeting of July 19, 2010. As initially proposed the intent was to review and analyze various operations including, but not limited to, such areas as overtime expenditures, staffing levels, parking enforcement activities, document service, regional dispatch, provision of services at special events/functions and similar issues. During the Finance Committee Councilors discussed a variety of issues, questions and concerns during the discussion such as; what priorities have been established by Council for the department, what are the underlying causes of overtime, value that a different set of eyes and experiences could bring to current operations, impact of labor contracts , impact of local, state and federal mandates, inability to fully control/restrict overtime costs, underlying assumption that significant savings can be achieved, impact of the process of the workforce, to name a few. Councilors agreed that law enforcement and in fact public safety is a unique profession and that should an RFQ be issued, it would be important to choose a consultant(s) with the appropriate background and base knowledge. Council Chair Stone requested that the Council as a whole take a position as to whether or not an RFQ should be issued. He noted that a consultant recently stated that if the elected officials do not have the political will to act upon a consultant's recommendation, that the process should not be started. As public safety discussions received a significant amount of consideration during the budget process and the function as a whole represents a significant portion of the overall budget, it was determined that the question of whether or not the City should issue a RFQ for consultant services to review public safety (police and fire) operations be brought before the Council as a whole. Following the discussion, the Finance Committee recommended that the City should issue a RFQ for a review of both Police and Fire operations.
