Airport and the Maine Army National Guard to include a Portion of the Aircraft Parking Apron
Adjacent to their Leased Area

Commentary:
As part of the Maine Army Guard's recent hangar construction project, they repaved their
aircraft parking apron. There is a small section of pavement adjacent to their leased area that is
in poor condition and is a significant hazard to both Army and civilian aircraft. The Maine Army
National Guard and the Airport propose to amend the existing lease to include this area so that
the Army Guard may have a long term interest in the property so this area will be eligible for
federal funding through the military construction funding program. The Army Guard anticipates
being able to acquire funds for the project in this Fiscal Year.
This has been reviewed by the Airport Committee and is recommended for approval.

Aircraft Parking Apron Adjacent to the Army Guard leased Area
WHEREAS, The City of Bangor owns and operates the Bangor International Airport;
and
WHEREAS, the Maine Army National Guard has several facilities adjacent to the
Airport and leases some Airport property for its use; and
WHEREAS, the Army National Guard would like to make improvements to a small
section of the Aircraft Parking Apron; and
WHEREAS, the Army National Guard must retain an interest in the property in order
to use federal funds the reconstruction of this area; and
WHEREAS, it would be advantageous to both parties to have this improvement.
NOW, THEREFORE, BE IT ORDERED BY THE CITY COUNCIL OF THE CITY OF
BANGOR, THAT a lease agreement amendment with the Maine Army National Guard to
include a small portion of the Aircraft Parking Apron is hereby authorized and approved
in a final form acceptable to the City Solicitor.

As part of the Maine Army Guard's recent hangar construction project, they repaved their aircraft
parking apron. There is a small section of pavement adjacent to their leased area that is in poor condition
and is a significant hazard to both Army and civilian aircraft. The Maine Army National Guard and the
Airport is proposing we amend the existing lease to include this area so that they have a long term
interest in the property. By giving the Army Guard a long term interest in the property, this area will be
eligible for federal funding through the military construction funding program. The Army Guard
anticipates being able to acquire funds for the project in this Fiscal Year.
In addition, the Maine National Guard is in the process of building an Armed Forces Reserve Training
Center on the Northwest side of the runway. They would like to install a fence along the property line
between their facility and the Airport. Due to the rocky nature of this property, the National Guard is
requesting a maintenance easement to allow the fence to be installed adjacent to the Airport and access
to maintain the fence.
Attached please find a copy of the proposed diagram for the fence installation and the property
description for the Ramp Amendment. The Airport requests your authorization to amend the lease and
grant the easement as requested.
