Commentary: The attached Order would authorize staff to apply for and accept a Project Canopy Grant
from the Maine Forest Service in the amount of $8,000. The grant would be used for pruning street trees and
requires an equal local match, which is available in the FY11 Operating Budget.
We have received and utilized Project Canopy Grants previously and they have been very beneficial in
allowing us to do more pruning and maintenance than otherwise possible.
Attached is additional information regarding the grant request. The Infrastructure Committee has reviewed
this request and recommends approval.

Dear Members of the Infrastructure Committee,
Project Canopy through the Maine Forest Service is accepting applications for tree planting and
maintenance grants. The maximum amount of these grants is $8,000 with a 100% match from the
municipality. Regular pruning of trees is necessary to maintain healthy trees and safe distances of
branches from utility wires and building. The forestry department would use this grant to prune large
trees which require a bucket truck in the more densely populated area of the he city in the general area
between 195 and the river. The 10096 city match for this grant win come from the FYI Forestry
budget account number 73010710. This account is used to pay independent contractors for regular
pruning maintenance. This grant money will supplement our regular pruning maintenance program. i
respectfully request permission to apply for, accept and appropriate a Project Canopy maintenance
grant in the amount of $8,000.

Narrative
Aerial Pruning and Maintenance
The City of -Bangor, with over 33,000 residents, is the third most populous city in Maine. Bangor
is the center of a metropolitan statistical area with a population of 127,224 and serves as a
regional center for 46 surrounding communities. The City maintains 1400 acres of parks, public
forest lands, open space, and over 20,000 street trees.
Aerial pruning is necessary to preserve the health of the mature trees as well as to maintain
right of way and building clearances, along with ensuring public safety especially in the densely
populated areas. The City Forestry Department currently operates without a bucket truck so all
aerial work Is contracted out to a local professional tree service company. We anticipate that
the grant of $ 8000.00 plus our match of $ 8,000.00 will pay to prune approximately 107
mature trees at the contractor's rate of $ 75.00/ hr.
The oldest neighborhoods and inner city areas contain large populations of mature street trees,
and the annual pruning in these areas is critical in managing the health and safety of the urban
forest canopy. These areas will be targeted for the pruning services.

The City of Bangor contains over 187 mites oftree ttned streets with a street tree poputatton of
over 20,OW trees. Trees are scheduled to be pruned as the need arises which could be as a
result of storm damage, to maintain building, street, and sidewalk clearances, andfor hazard
limb removal due to disease and deadwood.
