Commentary:
On August 29, 2008, the City submitted a draft Watershed Management
Plan for the Penjajawoc
Watershed to the Department of Environmental Protection. The Plan
outlined actions to be taken
by the City, its businesses, citizens, and others to help the Penjajawoc
Stream reach Class B
water quality status, thereby shedding its designation as an urban i
paired stream. According to
the terms of the Plan, once the Plan was accepted by DEP, it would
go to the Bangor City
Council for approval.
After several months of correspondence between City staff and DEP
a single issue remained. On
January 2, 2009, Don Witherill of DEP sent a letter stating that the timeframe
for implementation
of the plan, 20 years, was an unacceptable goal. Witherill noted that
other Maine watershed
management plans are using a 10-year timeframe, and that "[w]hile
Bangor may or may not be
able to actually implement the Penjajawoc plan in a ten year period,
an earnest effort should be
made towards this goal."
The City has continued to create and implement stormwater initiatives.
Cooperation from City
businesses and a large influx of stimulus funding has allowed the City
to complete a number of
projects in the Penjajawoc Watershed Management Plan. Business,
onprofit, and environmental
organization leaders have worked with the City through the Citizen
Review Panel to address
issues related to the Plan and the City in general. The Plan, howeve
, has never been officially
adopted. In accordance with the recommendation of the Infrastructure
Committee, the proposed
Resolve will adopt the plan with its original, 20-year timeframe, but
will also include aspirational
language indicating the City shall work towards completing the plan
in ten years.

BE IT RESOLVED,
That the City of Bangor hereby approves the Penjajawoc Watershed 1
2008 version, recognizing, however, that portions of the Watershed P
from time to time in accordance with the principles of adaptive mana
goals of the Watershed Management Plan in the most efficient and fii
and further recognizing that, funding permitting, the City shall aspire
