In April 2009, the Downtown Parking Advisory Committee recommended increasing the waiver fee from $10, its rate at the time, to $15, putting it more in line with fees in Portland and Lewiston. The Council increased the fee to $12. This ordinance will increase the waiver fee from $12 to $15 and the fee if paid after 30 days from $24 to $30. This amendment will also create a $25 waiver fee for anyone who fails to display a handicapped plate or placard while parking in a handicapped parking spot, but does indeed have such a plate or placard. Under the current ordinance, the Police Department must either void a ticket issued for such a violation or require the violator to pay the full $200 fine. A $25 fee should reduce the number of such violations.
