Commentary:
Community Development regulations require that the Interim City Manager be appointed as a
"responsible Federal Official" responsible for City compliance with the National Environmental Policy Act
in carrying out Community Development activities.

CITY OF BANGOR
(TITLE.) ORDER, Appointing the Interim City Manager as Responsible Federal Official
BE IT ORDERED BY THE CITY COUNCIL OF THE CITY OF BANGOR THAT
the Interim City Manager be authorized to assume the status of a responsible Federal Official as
defined under the National Environmental Policy Act of 1969, insofar as the provisions of the
National Environmental Policy Act apply to plans submitted for Federal funds under Title I of the
Housing and Community Development Act of 1974; and
BE IT FURTHER ORDERED, THAT
the Interim City Manager is authorized to consent, on behalf of the City of Bangor and himself,
to accept the jurisdiction of the Federal courts for the purpose of enforcement of his
responsibilities as a responsible Federal Official, until such time as a City Manager is appointed
by the City of Bangor at which time the City Manager shall be the appointed representative.
